Program Background Climate Resilient Communities Action on climate change is at the heart of Australia's International Development Policy.
The policy commits the Australian Government Department of Foreign Affairs and Trade (DFAT) to respond to the needs of Indo-Pacific countries and evidence of the accelerating climate crisis by increasing our climate investments and better addressing climate risks.
Climate Resilient Communities (CRC) is DFAT's new flagship climate change program designed to help achieve Australia's International Development Policy and meet Australia's climate finance commitments over the next nine years (2024–33).
CRC will incentivise the flow of funds towards inclusive climate change programming—targeting community resilience in the water, food, and energy sectors— by co-funding bilateral and regional programs and attracting new sources of climate finance, while also raising the quality of climate integration across the sectoral programs.
Climate Resilient Communities Support Unit DT Global has been contracted by DFAT to establish and manage the Climate Resilient Communities Support Unit (CRCSU).
The CRCSU provides a mechanism for DFAT Canberra and Posts to deliver enhanced climate and disaster resilience and integration programming, with the aim of enabling people in the Indo-Pacific to become more resilient to climate change and disasters.
The CRCSU will help achieve this through supporting a sustained increase in organisational capability and services for DFAT, providing access to specialist expertise, resources, and networks, through an efficient operational platform.
The CRCSU provides this through the following core services: Program cycle support Climate change integration technical assistance across all development sectors (integrating gender equality, disability equity and other cross-cutting issues), including embedded personnel within DFAT Knowledge and learning support Public diplomacy support About the Role To enable effective CRC management and implementation, CRCSU plans to scope, develop and implement an interactive Management Information System (MIS) to facilitate day-to-day operations, analysis and dissemination of data to DFAT and other key stakeholders as well as support efficient management and implementation of the CRC and CRCSU.
The MIS will play a critical function in information management.
Scoping for this should be undertaken with a view on a broader approach to information management to ensure the MIS is fit for purpose and complemented by other forms of information management (e.g.
websites, Share Point etc).
The MIS will initially: Collect, collate and visualise a range of data Provide a platform for the CRC team to consolidate and make sense of MEL data from across the portfolio of CRC programs, including to inform reporting on progress towards End of Facility Outcomes (EOFOs), Intermediate Outcomes (IOs), workstreams and Australia's International Development Policy Provide broader information on Australian-funded climate programs to inform strategic communications, reporting and briefing The CRC tasking note triage system will align with and possibly be integrated into the MIS, depending on advice and feasibility The MIS must comply with the DFAT IT security policies.
DFAT will reference DFAT IT security policies (based on the Protective Security Policy Framework and Information Security Manual) in its assessment of the MIS.
DFAT requires the system to meet the security standards required for handling of information up to the level of Sensitive: Personal/For Official Use Only.
Deliverables The consultant is expected to deliver the following: MIS Design Plan: A design plan on the approach to undertake the scoping of the systems needs for the MIS Project Plan: An overall draft Project Plan that incorporates and considers the overall life cycle of the MIS.
MIS Design and Architecture Report: A detailed report on the proposed MIS design, including system architecture, data and user mapping, and integration points.
Scope of Services Document: A comprehensive document to be used in the tender process for the selection of an MIS development contractor.
Selection Criteria Essential Experience and Knowledge Tertiary qualifications in Information Science, information technology, or equivalent experience Significant and demonstrated experience developing databases and management information systems for government funded initiatives, preferably including experience developing systems for DFAT-funded investments Significant and demonstrated experience developing databases and management information systems for government funded initiatives, complying with the necessary security framework and policies of the Commonwealth of Australia and DFAT Demonstrated ability to operationalise MEL requirements, including in IT-based solutions for data collection, management, and reporting formats that are intuitive to use Demonstrated capacity to develop user-friendly data management systems in a collaborative, flexible, and iterative way An understanding of Australian Government (including DFAT) IT security policies and industry cyber security best practice An understanding of capacity development and adaptive management High level analytical and writing skills Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, PSEAH, prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies HOW TO APPLY We welcome your interest in joining the team.
