About the DivisionThe Oil and Gas Division is an integral part of the ongoing energy transition–in Australia, Asia and globally.
The teams work on a wide variety of onshore and offshore resources issues including policy and regulatory functions, developing and interpreting legislation and program delivery.

The BranchesThe Gas Branch advises Government on gas supply policy in the context of the Government's long-term goals of energy transition to net zero.
The Branch is responsible for managing the implementation of the Future Gas Strategy, which outlines a pathway for Australia to manage its evolving role as a trusted gas producer and as a responsible climate actor which acts with transparency, integrity, and from a strong evidence base.
The Offshore Strategy Branch is responsible for providing policy and advice to support the safe and responsible regulation of Australia's offshore oil and gas resources.
The branch is leading a review of the offshore environmental management regime to ensure it is fit for purpose in a decarbonising economy and reflects best practice for offshore environmental management.
The Offshore Resources Branch delivers and implements policies and activities consistent with relevant legislation to contribute to the Division's objective of supporting our transition to net zero, balancing Australia's social, economic, and environmental outcomes.
The Branch advises and supports government on matters relating to offshore greenhouse gas storage, petroleum exploration and production project and LNG.
Our ideal candidateWithin the department there are availabilities at the EL2 level within three distinctive position types: Legislative Manager, Policy Manager, Title Manager.

What we are looking for in an ideal Legislative Manager:
Has the ability to resolve complex, sensitive regulatory, legal and policy issues.
Has high level analytical skills to develop and interpret legislative and regulatory frameworks.
Is adaptable, resilient, and able to deal with uncertainty.
Can manage competing priorities to deliver regulatory and legislative reforms within set timeframes.
Comfortable making decisions and providing impartial and forthright advice based on sound judgement, with an awareness of the broader environment.
Has exceptional written and verbal communication skills and can negotiate persuasively.
Demonstrates effective stakeholder engagement skills, including working with the Minister's Office, internal and external stakeholders, and States and Territories.
What we are looking for in a Policy Manager:
Needs to communicate clearly, persuasively, and convey information in a way that is tailored to the audience.
Demonstrate sound decision-making and judgement to provide advice and deliver results that contribute to strategic priorities.
Experience with or the ability to interpret and deliver complex policy and/or legislative work.
The capability to be responsible for building and maintaining relationships with a network of key internal and external stakeholders.
Has an excellent understanding of government process, including experience with briefings, cabinet submissions, budgetary processes & new policy proposals.
Leading public consultation processes on policy reform options.
What we are looking for in a Titles Manager:
Demonstrates capabilities to manage complex real-world issues, including providing evidence-based advice through information and data analysis from a range of sources to provide clear and influential advice.
Have experience with or knowledge of Australia's offshore resources regulatory regime and an understanding of titles management.
Demonstrates effective stakeholder engagement capabilities including fostering productive working relationships with a range of audiences, including working with industry, States and Territories.
The ability to develop and interpret work with legislative and regulatory frameworks.

What you will doWorking in the Oil and Gas Division you will:
work in a supportive environment with a high degree of independence,
provide accurate, high-quality advice on complex matters for the Minister and Senior Executive,
engage with policy areas, central agencies, the Executive and ministerial offices to provide a strategic, whole-of-portfolio approach to gas and energy priorities,
apply critical thinking and problem-solving skills to engage with whole-of-government priorities and support delivery of the portfolio's policy agenda,
liaise and work closely with colleagues and stakeholders, including other Commonwealth agencies, state governments and the private sector.
Depending on the role, you may:
Interpret, develop, and provide advice on policy, legislation, and regulations.
Develop, interpret, and administer legislation and prepare explanatory materials and supporting documents for bills and regulations.
Oversee the preparation of drafting instructions and associated explanatory documentation for Bills and regulations and review draft regulatory amendments.
Drive the development and delivery of bills and legislative instruments, including managing internal and external consultation and working with drafters at the Office of Parliamentary Counsel.
Work on complex, cross-cutting and often technical policy and regulatory issues, managing competing priorities to deliver timely results.
Oversee the development of policy development and advice to support the transition to net zero and key international and domestic engagement opportunities.
Manage the delivery of market intelligence to underpin gas policy development and advice.
EligibilityTo be eligible for employment in the APS and the department, candidates must be Australian Citizens.
Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
