About the sectionThe Human Resources, Facilities and Security section is responsible for all the people elements of our agency.

The Human Resources function supports the agency to achieve its objectives and purpose. It does this by providing business focussed people advice and support, with the goal of ensuring the agency will attract, retain and develop a highly skilled, motivated, and engaged workforce. We strive to continuously improve the quality of our services and ensure our workplace is one that respects and meets the needs of our staff and supports our corporate goals.

The Facilities function manages property and facilities in accordance with government and industry guidelines to support the agency. The Security function manages protective security as directed in the Protective Security Policy Framework (PSPF) to ensure the agency physical and personnel security requirements. 
Duties of the positionAs the Manager – WHS, Wellbeing and Capability, you will:
Manage the WHS and Wellbeing function including accurate and specialist advice, planning and experience relating to Diversity and Inclusion strategies.Lead a small team to achieve individual and team objectives, providing support and guidance.Manage all WHS & Wellbeing case management services including:Developing and implementing strategies, policies, and systemsEnsuring consistency in the application of relevant legislation, policies, and guidelinesManaging complex compensation and non-compensation, physical and psychological, case management issues through to resolutionIdentifying and implementing preventative measures to reduce risk of injury.Provide an evidence-based approach to injury management i.e. education programs to all staffManage the Work Health and Safety Consultative Committee including reporting on a variety of WHS factors, lead the Wellness Network and coordinate all Corporate Citizen roles and responsibilities.Manage three annual programs of work including oversight of actions including the Wellbeing plan, Diversity and Inclusion plan and Capability planManage and drive the end-to-end lifecycle of diversity and inclusion programs and projects that underpin organisational effectiveness and employment outcomes, including project initiation, planning, implementation, reporting and review, applying best practice methodologies to ensure projects are delivered with excellence on time, within budget and in accordance with government and organisational policies, procedures and to expected standards.Manage the Capability function including accurate and specialist advice, planning and experience relating to capability and learning and development strategies.Oversee the design and development of learning solutions that build capability that meet agency needs as well as deliver and/or facilitate tailored training solutions focused on building capability within the agency.Oversee the evaluation of learning and development activities to identify continuous improvement opportunities and ensure training programs meet agency current and future needs.Liaise with executive and business to apply and maintain an extensive understanding of HR requirements, ensuring business needs are met and HR work priorities align with expectation.Qualifications/experienceOur ideal candidates will have three or more years' experience in a Human Resources function. Qualifications in Human Resources and/or Occupational Health and Safety are highly desirable, as is experience working in complex case management (both compensation related and non-compensation). To be successful in the role you will need to be able to demonstrate:
Excellent written and verbal communication skills with a high level of attention to detailEffective negotiation skills and the ability to handle objections, confronting topics and difficult conversations with confidence.An ability to manage sensitive cases with sound judgement, sensitivity and personal resilience.Well-developed interpersonal, liaison and representational skills and the ability to establish and maintain relationships.Experience in managing WHS and Wellbeing, Diversity and Inclusion and/or Capability/L&D in the workplace, with a passion for making a positive impact.This role is a maternity leave backfill and will be offered as non-ongoing position for an initial period of up to 12 months.
