The primary purpose of this role is to oversee risk in a second line capacity across Rest's Investment and Finance functions, ensuring alignment with the company's overall risk management strategy and appetite. You will partner with the Investment and Finance businesses and 1LOD Risk teams to ensure quality and consistent risk management practices which are aligned to Rest's RMF. The position requires a strong partnership with the Investments and Finance Business Units, including Investment Operations.
Key Accountabilities/Responsibilities
Provide oversight of the effective and consistent execution of the Risk Management Strategy (RMS) and Compliance Management Framework (CMF) across the Investment and Finance business units.
Act as Second Line Risk subject matter expert in Investments and Finance; provide guidance and opinion on the application of the RMS, CMF, and across all supporting R&C policies considered to be of the Risk Management Framework (RMF).
Conduct independent second line assurance reviews across the Investment and Finance process including the investment internalised function. Prepare and analyse reports to identify areas of concern and improvement opportunities with respect to incidents, issues, audit/review findings.
Ensure a sound risk culture is embedded to support appropriate risk and compliance outcomes.
Lead the planning and facilitation of risk workshops.
Engage with Enterprise Risk, Internal/External Audit, First Line Risk, Business Unit Management and/or staff, other business stakeholders to ensure effective execution of the Risk Management Strategy in finance and investments.
Provide oversight of effective policies, frameworks and systems to mitigate investment and finance process related risks including valuation, liquidity, counterparty, financial, market and operational risks.
Ensure compliance with limits set by the Board, Risk Committee or Investment Committees at various levels across the Investment and Finance business unit.
Challenge the oversight of investment service providers, including investment managers and the custodian, and managing associated risks.
Recommending improved processes to monitor responsible investing and compliance with climate-related commitments.
Overseeing the adherence to regulatory requirements and legislation specific to investments as dictated by governing bodies such as APRA and ASIC, referencing standards and guidelines like SPS 530, SPS 515, CPS226, CPS 230, RG251, and RG97.
Overall, the role is centred on safeguarding the investment and finance end to end process through robust risk management, compliance oversight, and ensuring responsible and sustainable investment practices.
The ideal candidate for this role will have a proven track record in investment and finance risk from both an operational, financial and market risk perspective, deep knowledge of the investment and financial environment and have a solid understanding of applying risk management frameworks. They must be adept at challenging the status quo, leading change, and fostering a culture of compliance. Experience in completing Investment Operational Due Diligence is a bonus.
Qualifications
Tertiary qualification in commerce, business, economics, finance, accounting or similar (preferable).
Demonstrated experience in risk and compliance management in the financial services industry with a focus on investment risk management.
Solid understanding of risk frameworks, policies and compliance frameworks in the financial services industry.
Deep experience and knowledge of investments and investment operations.
Experience in delivering against control assurance plans and testing protocols.
Experience in applying and monitoring risk management frameworks.
Thorough knowledge of compliance obligations as they relate to superannuation funds and investment functions.
