Clerk Grade 11/12 Salary ($139,787 - $161,663) plus employer's contribution to superannuation and annual leave loading.

About The Role As the Manager Program Strategy, you will spearhead the development and facilitation of strategic risk awareness and community preparedness programs.
Your role will be crucial in aligning our initiatives with NSW Government objectives and community needs, fostering collaboration across various stakeholders, and driving sustainable outcomes.
You will lead the creation of comprehensive strategies to enhance disaster preparedness, oversee the implementation of behaviour change strategies, and provide strategic guidance based on best practices and local insights.
Key Responsibilities Program Leadership: Develop and deliver risk awareness and community preparedness strategies; ensure alignment with NSW Government objectives and community needs.
Stakeholder Engagement: Build and maintain relationships with government agencies, councils, community groups, NGOs, and the private sector; gather insights and coordinate program delivery.
Behaviour Change Strategies: Oversee creation of awareness and behaviour change objectives for disaster preparedness, especially for vulnerable or hard-to-reach communities.
Local Preparedness Planning: Support local preparedness analysis and planning with strategic guidance based on best practices, data, and local knowledge.
Governance and Reporting: Develop governance approaches for collaborative decision-making; provide regular progress reports, presentations, and updates.
Cross-Government Alignment: Align strategies with broader NSW Government initiatives; integrate program activities with other projects and processes.
Program Management: Establish program logic, outcomes, KPIs, and tracking mechanisms; monitor progress, drive continuous improvement, and evaluate impact.
Team Leadership: Lead and guide program strategy teams; foster a culture of collaboration and innovation; mentor and develop team members.
About You You are a strategic thinker with proven experience in managing complex programs from conception to execution.
Your ability to engage and collaborate with a diverse range of stakeholders is matched by your deep knowledge of disaster preparedness and resilience.
You excel in gathering and utilising community insights to drive effective strategies and are skilled in developing public communications and media strategies.
With expert project or change management experience, you are adept at developing large-scale, state-wide strategies and are familiar with community development principles.
Your leadership style promotes collaboration, innovation, and continuous learning within your team.
The Successful Candidate Will Have The Following Attributes Experience: Proven track record in managing complex programs from start to finish, including goal-setting, KPI development, and successful delivery within budget and on time.
Stakeholder Skills: Strong ability to engage and collaborate with diverse stakeholders, including internal teams, external partners, and community groups.
Expertise in Resilience: In-depth knowledge of disaster preparedness and resilience best practices, methodologies, and frameworks.
Research Proficiency: Skilled in gathering and utilizing community insights through quantitative and qualitative research methods.
Communication Strategies: Experience in developing public communications and media strategies, including setting objectives and targeting specific audiences.
Legislative Knowledge: Understanding of emergency management arrangements and NSW legislation, or the ability to quickly acquire this knowledge.
Qualifications: Relevant tertiary qualifications and/or demonstrated experience in project or change management.
Community Development: Familiarity with community development principles and local dynamics; capable of creating state-wide strategies that coordinate with diverse stakeholders.
To be considered for this role, you are required to address the following essential requirements: Knowledge and understanding of emergency management arrangements and associated NSW legislation, or the ability to quickly build this understanding.
Relevant tertiary qualifications and/or demonstrated experience in project management or change management, in order to develop, drive and implement relevant strategies and programs.
Ability to develop large scale, state-wide strategies that coordinate with, enable, and support a wide range of actors to sustainably drive local community preparedness.
Familiarity with community development principles and best practices, and knowledge of local community dynamics and issues.
Ability to work within complex, adaptive systems including recognising the importance of diversity of perspective, creating spaces for continuous learning and adaptation to emergent changes, being aware of unintended consequences, and managing your own and the team's attitudes towards situations.
About The Agency The NSW Reconstruction Authority (the Authority) is a statutory corporation within Planning, Housing and Infrastructure.
The Authority will improve how NSW plans for disasters and help communities to recover from them faster.
To reduce the severity and impacts of disasters, the Authority will complete critical planning and preparation with communities, NGOs, businesses, and government.
When disaster does strike, we will get recovery started swiftly and coordinate reconstruction efforts across agencies, communities, and other stakeholders.
