About the role:The Manager, Procurement Strategy & Policy leads a small team of specialists and is responsible forthe department's goods and services procurement governance framework,the establishment and enhancement of policies, procedures and templates to support the procurement and funding frameworks,providing policy advice and support to the Procurement Management team and department stakeholders,maintaining strong commercial acumen to support strategic procurement advice and oversight,the management of intra and inter departmental reporting.The Manager, Procurement Strategy & Policy also provides customer-focused thought leadership and support to the Chief Procurement Officer, the Procurement Committee and senior management on future initiatives, capabilities and technologies to improve the procurement function within the department.This role will lead stakeholder engagement and consultation for the unit, and is also responsible for supporting policy and strategy implementation and improvements, expert policy advice and support, and reporting, as well as leading future initiatives, efficiencies, capabilities and technologies to improve the procurement function within the department.How you'll make a difference:Provide expert, authoritative advice, reasoned recommendations and innovative, efficient solutions to complex and sensitive issues based on comprehensive research and strong departmental and Whole of Government procurement and related policy acumen.Contribute advanced expertise and knowledge to benefit strategic planning and organisation/sector-wide outcomes, including but not limited to providing input on system development and assurance matters.Develop and maintain the department's procurement and funding frameworks in alignment with Victorian Government Purchasing Board and all relevant legislative requirements, including all necessary reporting.Provide high quality business intelligence, commercial and strategic procurement acumen, authoritative advice and sound policy recommendations to senior management based on advanced expertise related to procurement, funding, and contract management and on comprehensive research.Review and report on high priority issues, risks and trends and prepare and present comprehensive reports, ministerial briefs, cabinet and agency submissions on complex issues.Support the efficient operations of the procurement governance framework, including the provision of high-level advice and direction with regards to implementing procurement policy and strategy initiatives.Lead the timely delivery of departmental, policy and legislative reporting, Ministerial requests, audits, investigations and other government business impacting procurement and contract management.Suitable applicants will be able to demonstrate:A tertiary qualification in fields relevant to procurement, policy, and/or business systems, or equivalent is highly desirable but not essential.Strong understanding of/experience in financial management and procurement governance and assurance requirements within the framework of the Financial Management Act 1994 and Victorian Government Purchasing Board Guidelines.Demonstrated experience implementing and managing complex policy frameworks in a legislative/policy context.What we offer:The opportunity to perform meaningful work, making direct contributions toward enabling Victorians to be the healthiest people in the world.A wide range of growth and development opportunities within the department and wider Victorian Public Service & Sector.A strong commitment to work-life balance, including a diverse array of flexible working arrangements.How to apply:Applications should include a resume and a cover letter.
