About the Role The Department of Transport and Planning is seeking an experienced Manager, Performance and Operations to lead the contract and commercial management for the MR5 tram contract. This role ensures full-value delivery across all contract reform areas and Enhanced Operational Performance Regime (EOPR) obligations.
As Manager, you will oversee performance reporting, conduct trend analysis, and support funding proposals for the Victorian State Budget as needed. You'll also play a key role in promoting a high-performance, inclusive culture and exemplify DTP's values within the organisation.

Project Management - Manage and oversee contract assurance, performance and reporting obligations for performance and operations, ensuring appropriate work processes and procedures are followed to effectively manage the franchise and operator contracts.Strategy - Lead the management of the contract and commercial functions of the performance and operations areas of the tram MR5 contract.Operator Compliance – Manage assurance and performance obligations for the performance and operations areas of the MR5 contract and develop performance data and metrics to provide regular detailed performance reporting.Authoritative Advice – High quality, authoritative strategic, commercial and contractual advice provided to the Associate Director Contract Management to support transport portfolio objectives and respond to emerging and/or complex issues.Leadership – Provide effective leadership and support and lead in a dynamic and constantly changing environment. Staff are engaged with high levels of cohesion and commitment and are delivering on the services required.Key Selection Criteria DTP is seeking a highly skilled Manager to lead contract and commercial management for the MR5 tram contract, ensuring full-value delivery and compliance with key reform and performance obligations. This role requires expertise in innovation, continuous improvement, and creating team environments where creativity is encouraged.
As Manager, you will implement strategic improvements, leveraging critical thinking to identify and resolve recurring issues, delivering measurable outcomes that enhance operational effectiveness.
