The Office of the Deputy Commissioner (ODC) is a fast-paced, high-volume environment, with a small team responsible for providing strategic and operational support to the Deputy Commissioners of Community Corrections and Specialist Operations.
Each ODC will work closely with the Office of the Commissioner, the Office of the Minister for Fire and Disaster Recovery and Minister for Corrective Services, all directorates within QCS, other government agencies and external stakeholders to:
Proactively identify and manage issues;Support the Deputy Commissioners to meet QCS's operational and strategic objectives;Ensure effective functioning of the ODC.The purpose of this position is to lead and sustain improvements in operational performance, planning and reporting against agreed standards and service delivery measures.
The Manager, Operational Governance and Risk will be responsible for establishing and leading the functions of performance, planning and reporting to ensure effective operational governance and compliance across Community Corrections and Specialist Operations. It will ensure the development and implementation of robust governance frameworks and systems and effective communication of business intelligence.
In this role you will: Lead the development, implementation, and continuous improvement of a fit for purpose and robust operational governance framework and associated strategies, policies, and guidelines which ensure a consistent approach to governance across Community Corrections and Specialist Operations.Assist the management team in the preparation and implementation of the divisional strategic and operational planning.Act decisively to identify issues of non-compliance and/or performance shortfalls in order to mitigate operational governance risks.Develop and maintain key Office of the Deputy Commissioner data sources and registers to enable provision of high-level and immediate responses on the status of departmental commitments and initiatives.Provide strategic advice to senior management on policy, practice and issues relating to operational governance and business intelligence while ensuring reporting remains compliant and contemporary.Ensure the timely preparation, accuracy and quality of complex reports, briefings and correspondence for direct and senior management throughout the business.Oversee the co-ordination of operational reporting including Local Assurance Frameworks; strategic plan reporting; monthly and quarterly departmental reporting; and regular reporting of progress against Strategic and Business Plans, and departmental Risk Registers.Review and monitor measures utilised for monitoring, control and improvement that are viable, accurate and effective.Maintain and apply up-to-date knowledge of organisational performance and policy issues facing QCS and its stakeholders and incorporate effective risk management and innovation into agency operations.Demonstrated high level negotiation and liaison skills, and ability to liaise effectively with a range of internal and external clients and stakeholders to achieve corporate outcomes.Manage relationships with key internal and external stakeholders to enhance service provision and maintain effective governance and risk strategies and mechanisms.Provide expert, evidence/insights-based and trusted advice to the Commissioner, Deputy Commissioner Community Corrections, and other Executives on significant and/or high risk governance matters.Foster a workplace environment that values performance, continuous improvement and innovation in the delivery of high quality services.Applications to remain current for 12 months.
