The Information Technology and Assets Manager leads both strategic and operational direction of the Information Technology and Infrastructure Asset Management functions, ensuring innovative and forward-thinking leadership.
This role plays a crucial part in meeting community needs and delivering services with a strong focus on people, customer experience, and long-term sustainability.
As part of a dynamic, multi-disciplinary team, the Manager coordinates the delivery of key services and programs, embracing modern practices and trends while navigating public and political considerations.
The role champions a culture of continuous improvement, focusing on building staff accountability, skills, agility, and fostering a collaborative team environment.
Key responsibilities include developing and implementing the IT Strategy, overseeing the Enterprise Resource Planning (ERP) project, and applying asset management principles across all Council activities.
The Manager will also ensure the security of ICT systems and oversee disaster recovery plans.
The position is critical in promoting Council's strategic vision and meeting the expectations of the City of Palmerston Community Plan.
With a high focus on ethical, social, and environmental responsibility, the Manager will ensure cost-effective operations and resource use while maintaining a strong customer ethos.
Working with the General Manager Finance and Government, the IT and Assets Manager has the following Key areas of responsibility:  IT Strategy Development and Implementation Smart City Infrastructure and Systems Enterprise Resource Planning (ERP) Fleet Management Asset Management Networks & Corporate Systems IT Service Desk ICT Security and Disaster Recovery Key Responsibilities include but are not limited to : Manage the selection and implementation of new software technologies.
To participate as a member of the Directorate and Senior Leadership Team, and promote cooperation, collaboration, coordination, and the sharing of information between departments in pursuit of the Community Plan vision and outcomes.
Provide leadership and direction to staff on the Community Plan, helping staff make connections between their roles, customer experiences and the Palmerston community.
Foster collaborative relationships while promoting an effective customer-centric focus and behaviours.
Contribute to the overall culture of the organisation by making positive contributions to enhance satisfaction, develop accountability and empower staff.
Ensure staff are knowledgeable about key performance requirements and provide a framework for accountability and achievement.
Apply effective and contemporary human resource management practices, that enhance high productivity and morale and develop strong teams and encourage staff development.
Provide leadership in developing and promoting a learning organisation focused on its people, the organisational culture and quality continuous improvement and learning initiatives.
Develop and implement strategic and operational plans for services and programs responding to priorities outlined in the Community Plan, current community demand, Council and Government policy and relevant best practice evidence.
Provide the Director with strategic advice, informed reports, policies, and business plans as required.
Ensure the provision of support for the development of relevant policy that supports Councils strategic objectives.
Prepare and present high quality and informed reports to Council and implement Council decisions in an effective and timely manner.
Develop, implement, and monitor budget areas of responsibility.
Assist with the development of budgets and programs based on asset management principles, including Council's Ten Year Capital Works Plan, and Long Term Financial Plan.
The Person We are looking for an IT and Asset Management professional with a blend of leadership, strategic thinking, and technical expertise.
You will be responsible for shaping Palmerston's technology landscape while ensuring that the Council's assets are managed efficiently and sustainably.
To be successful in this role, you will need a relevant tertiary qualification/s in information technology, computer science, or asset management, alongside at least three years experience in a leadership position.
Experience in managing infrastructure assets and GIS systems will be an advantage.
Key skills include strong leadership, project management, and strategic planning.
You will have proven experience in leading multi-disciplinary teams and managing complex projects, including implementing new technologies and systems.
Your ability to manage budgets, foster stakeholder relationships, and deliver customer-focused outcomes will be crucial in this role.
Strong communication skills are essential, as you will be expected to prepare reports, policies, a nd strategic plans, ensuring they align with the Council's vision and legislative requirements.
Your collaborative approach and innovative mindset will help drive the City's IT and asset management forward.
In return, City of Palmerston offers a generous remuneration package with a salary range of $135K - $145K, plus superannuation, a vehicle and relocation assistance is on offer.
