The Financial and Asset Accounting team provides advice and support at a whole-of-agency consolidated level to the various program and business areas on the agency's statutory reporting requirements, processes and obligations. In accordance with the statutory requirements of the Financial Accountability Act 2009 and other relevant Acts, Schedules and policies, its functional responsibilities include the project management and preparation of the annual financial statements plus directing, advising and reporting on all departmental taxation matters to ensure compliance.
The primary purpose of this position is to provide a leadership role in the development and review of the department's financial statements, and deliver high level strategic financial accounting, financial management, asset accounting, and advisory services. The position contributes to the department's financial corporate governance framework to foster best financial management practice including appropriate and technically correct governance and accounting policies, departments financial Management Practices Manual (FMPM) and system appraisals.
What you will be doing We are seeking a high-level strategic leader to provide expert financial advice and inform executive decision-making in a dynamic fast-paced environment. This person will be dedicated to constantly driving business improvement and fostering innovation through strategic initiatives and forward-thinking solutions.
This person will have strong technical accounting experience which includes preparing financial statements, asset management, leasing arrangements, grant management and debtor management.
Support the Director, Financial Accounting and Operations including:
Lead the development of the financial statements in accordance with statutory reporting legislation, Qld Treasury's Financial Reporting Requirements and other prescribed requirements. Lead the department's asset accounting including debtor management function in accordance with accounting standards and departmental policy to ensure departmental assets are properly recognised, valued and disposed of. This includes contributing to the complex annual property, plant and equipment valuation process for the department including the 50-year remaining useful life review. Provide high level professional and strategic advice on accounting standards, policies and related professional and regulatory pronouncements, providing guidance and advice on the impact to the financial statements, internal control framework and financial governance arrangements. Lead researching and analysing information to provide quality advice and report to boards and Senior Management relating to all financial accounting aspects of grant programs. Communicate and lead with influence to convey and guide acceptance of complex financial and asset accounting information, internal controls, financial delegations and policy matters to departmental governance committees, boards and diverse audiences to achieve organisational objectives. Deliver creative and innovative approaches to financial and asset accounting, policy and governance support through formal and informal training to enable clients to maximise benefits to be derived from good financial management. This includes leading relevant internal projects and initiatives within the department. Provide high level professional and strategic advice and direction to service areas and shared service providers in relation to financial accounting (including asset and lease accounting), reporting and governance and participate in the development and implementation of accounting solutions for various service delivery and financial issues and proposals.
