Requisition ID 19919 - Posted - Permanent - Full-time - Emergency and Protective Services -  Search Location (1)  - FSINS Current QFES employees and volunteers must apply via their internal careers site Purpose of specific work area and positionThe Rural Fire Service (RFS), Training and Capability Branch leads an agile volunteer and staff development framework, coupled with delivery of strategic planning and innovative capability enhancement initiatives, to promote service delivery excellence. The RFS Training and Development unit comprises four teams – staff development, volunteer training development, volunteer training delivery, and resource development. The Volunteer Training Delivery function focuses on the design and implementation of the volunteer training strategies to operationalise the Rural Fire Development Framework, and associated training packages.

Reporting to the Executive Manager, Training and Development, you will lead the functions of the team and manage the coordination, delivery, and facilitation of advanced and specialised training programs and train-the-trainer courses to ensure appropriate training delivery capability in Areas and Districts. The role will work closely with Managers Operational Training in the Regions, as well as stakeholders across Areas, Districts and Regions and contribute to the development of innovative capability enhancement initiatives to ensure training enhances volunteer capability, regional operations and service delivery. 
Mandatory requirements Must meet the mandatory requirements as outlined in the generic Inspector role description.Highly desirable requirements High level understanding of contemporary training methodologies and registered training organisations requirements.Possession of a current Certificate IV in Training and Assessment and/or accredited tertiary qualification in adult education would be highly regarded.Work in an adaptable and high-pressure environment to support the development and training outcomes.Primary dutiesIn addition to the generic Inspector, Rural Fire Service (RFS) role description, the primary duties of the Manager Volunteer Training Delivery include but are not limited to:
Lead the development of the volunteer training strategy to operationalise the Rural Fire Development Framework and associated training packages.Provide guidance and advice to support Managers Operational Training in the Districts to undertake their training needs assessment and their development of annual training plans that are aligned with organisational priorities.Manage the coordination, delivery, and facilitation of train-the-trainer courses to ensure appropriate training delivery capability is enhanced in Areas and Districts.Develop strong working relationships with Managers Operational Training in the Districts to advocate and promote volunteer training Maintain currency of knowledge of interstate, national and international strategic issues, policies, benchmarks and initiatives relevant to delivery of volunteer training.Lead, facilitate and/or participate in forums, networks and working groups to provide specialist advice and champion collaborative solutions to address volunteer training delivery priorities, emerging initiatives and best-practice opportunities.Additional informationBe able to meet the attributes of the generic Inspector, Rural Fire Service (RFS) role description.Rural Officer Two (RFSO2) or applicants with equivalent industry experience, appropriate skills, knowledge, are encouraged to apply.Volunteers and external parties with appropriate skills are highly encouraged to apply, noting that they may be asked to provide additional information to satisfy internal policies. Have a proven commitment to maintaining bushfire competencies and operating in a regional team environment. Incumbents may be required to travel and work within their area of responsibility and may also be required to undertake intrastate and/or interstate deployment and travel. This is a day work position yet may require flexible hours of work to meet functional demands, including working at night on weekends as part of the role. Incumbents appointed to this position will participate in a personal professional development programme developed in conjunction with their supervisor. Incumbents must have proven commitment to maintaining competencies and operating in a team environment. Those appointed to a role within the QDMA (Queensland Disaster Management Arrangements) framework will undertake appropriate regularly training, to maintain your role within RFS as a member of any QDMA appointed position.
