About the Role The Department of Transport and Planning is seeking an experienced Manager, Contract Services and Financial Analysis to lead the development of technical, contractual, and financial assurance systems for the MR5 tram franchise agreement. This critical role involves overseeing contract and commercial management functions, ensuring effective governance across franchise programs, payments, and compliance.
As the Manager, you will conduct internal and external assurance reviews, manage budgets, and contribute to tram funding proposals for the Victorian State Budget. You'll be responsible for reporting on financial trends within the MR5 contract, identifying cost risks, and implementing strategies to mitigate them, ensuring the sustainability and efficiency of the tram network's financial operations.

Project Management - Manage and oversee contract and financial assurance, and reporting obligations for franchisee programs and payments, ensuring appropriate work processes and procedures are followed to effectively manage the franchise and operator contracts.Strategy - Lead the management of activities associated with the contract and commercial functions of the MR5 contract.Operator Compliance – Manage financial assurance and contract compliance obligations of the MR5 contract and develop data and metrics to provide regular detailed reporting regarding operator compliance.Continuous Improvement – Contribute to continuous improvement, ensuring that appropriate governance, justification, documentation and record keeping are in line with the requirements of the operator agreements and other related documents.Leadership - Provide effective leadership and support and lead in a dynamic and constantly changing environment. Staff are engaged with high levels of cohesion and commitment and are delivering on the services required.Key Selection Criteria DTP is seeking a skilled Manager to lead innovative systems for contractual and financial assurance in managing franchise agreements.
