Lead Director National Labour Hire Project This role will have primary responsibility for leading the project to establish a new independent statutory body - the National Labour Hire Regulator (Regulator) - with national application. The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. Division/Group/Team Industrial Relations Victoria (IRV) provides strategic industrial relations legislative, policy and technical advice to Government and departments. IRV engages with employers, employees and their representatives, to support a positive industrial relations environment and advocate for fair and secure work and gender pay equity. Within IRV is the Private Sector Industrial Relations branch which provides expert advice and assistance to Government on private sector industrial relations matters. About the role This role will have primary responsibility for leading the project to establish a new independent statutory body - the National Labour Hire Regulator (Regulator) - with national application. The Regulator will be established under legislation (as a model law in Victoria that is legislatively applied or mirrored in other states and territories), implementing commitments made by the Australian Government to establish a single national labour hire licensing scheme. Victoria, as host jurisdiction, is responsible for the passage of the model law and for establishing the Regulator that will administer the labour hire licensing scheme. The role will be responsible for managing the regulatory, information technology, communication and stakeholder engagement, financial management, and human resource management aspects of the Regulator's establishment, and where appropriate, facilitate the integration of existing regulatory functions and operations. The role will also support the development and adoption of the model law. The role will lead a multi-disciplinary implementation team and liaise closely through IRV across relevant departmental portfolio groups, externally with relevant jurisdictional regulatory and other agencies and with an Implementation Working Group (a group of senior officials from State, Territory and Commonwealth jurisdictions tasked with developing an Intergovernmental Agreement on labour hire licensing) to be established as well as support engagement with external stakeholders. This is a six month opporutnity and the role will report to the Executive Director Private Sector IRV and it is expected that the implementation project will be oversighted by an implementation control board. About you We are seeking applications from candidates with: Strong experience in managing projects involving complexity and multiple stakeholders involving different jurisdictions including completing projects on time, within budget and delivering high quality outcomes.  Sound knowledge of the legislative and regulatory frameworks to support the establishment of the new Regulator. Demonstrated experience in leading, motivating and developing professional teams.  Highly developed conceptual and analytical skills, and experience in providing authoritative and concise policy advice on complex issues to senior stakeholders, including Ministers, under pressure.  Demonstrated experience in the implementation of IT, financial management and governance frameworks, processes and systems.  Excellent communication and interpersonal skills including the ability to effectively negotiate sensitive legislative and policy issues with a wide range of professionals.  A proven track record of developing constructive relationships by effectively managing the competing demands of diverse stakeholders, interest groups, and issues.  A sound understanding of government legal, legislative and regulatory frameworks, requirements and processes.  Knowledge of and practice expertise in labour hire regulation.  Experience and qualifications Experience and knowledge of laws relevant to labour hire law, including in a regulatory context, workplace and industrial relations laws, would be highly regarded.
