We work to manage native title benefits, while also advancing and strengthening Noongar culture, language, heritage, and society.As our Lands & Heritage Manager, you will support the strategic management and use of land and cultural heritage assets to create opportunities to enable Traditional Owner care of country. Build and maintain stakeholder relationships regarding land and cultural heritage matters. Oversee the implementation of a Lands Management System (LMS), Heritage compliance systems and other supporting systems and processes and manage compliance against the Whadjuk Indigenous Land Use Agreement (ILUA), ensuring it satisfies all land related obligations and any service delivery expectations.LocationPerthHoursFull time – permanentAboriginalityThe role will assist Aboriginal Community groups to identify needs, develop and implement strategies to address cultural heritage, land management, heritage protection of cultural sites and the cultural intellectual property of Aboriginal people. For this position, Aboriginality is considered essential. Therefore the position is a 50(d) position under the Equal Opportunity Act 1984.DutiesExecutive SupportProvide administrative assistance to the CEO, Board and Cultural Advice Committee.Prepare and present Board and various committee submissions on various matters primarily within the Lands and Heritage Management Portfolio and support as requested on related projects.Assist with writing grant applications and business cases for developing land estate and cultural heritage service delivery potential.Land ManagementManage the land and heritage portfolio pursuant to the ILUA and subsidiary Agreements concerning Land acceptance, access, development, and management and Aboriginal Heritage Act (1972) compliance.Lead the development and implementation of a framework and procedures which will enable the Corporation to effectively consider and process heritage matters and land offers from the Trustee, development proponents and other strategic landholders.Support the Corporation to build and/or access an effective land management IT system to support the Land and Heritage Management Portfolio.Identify and progress land-based opportunities for cultural and economic development.Develop and implement land and cultural heritage management plans, source funds for the holding costs of land, leases and maintain the Title Protection Criteria.Management of all land and heritage access matters including obligations under the ILUA, the Aboriginal Heritage Act 1972 and other relevant legislation/settlement documents.Facilitate the establishment of the NLE within the Whadjuk Agreement Area.Implement and monitor compliance of all Joint Management Agreements, mining, land access and heritage agreements.Support the CEO in the management of land and heritage access negotiations.Develop internal heritage capabilities and manage all heritage matters.Oversee the implementation of the existing Land Management System (LMS) and other supporting systems and processes.Facilitate land holding, heritage compliance and management.Support the transfer and ongoing use of ALT lands.Capture and record historical and current information regarding land and heritage access.Influencing & Managing RelationshipsEstablish, grow, and manage stakeholder relationships.Support Whadjuk to economically activate its NLE asset base, cultural heritage and other land interests.Promote and manage alliances within the organisation and across the public, private and community sectors to maximise use of the land estate.Selection CriteriaAboriginality is considered an essential criterion.High level of IT skills in Outlook, Word, and PowerPoint.Previous experience in a similar role such as Lands Management, Cultural Heritage Management.Demonstrated experience in developing asset management plans, designing and implementing strategic business plans and budgets.Significant demonstrated experience leading and managing large, multiple, complicated projects in a land administration environment.Demonstrated experience in making decisions in complex and challenging circumstances, with the ability to negotiate outcomes and deliver on priorities.Demonstrated experience in communicating and influencing others, building, and maintaining productive working relationships with stakeholders including Aboriginal people, industry, and government agencies.Excellent oral and written communication skills, especially in a cross-cultural context.Strong commitment to the development and advancement of the Noongar community.Current drivers' licence and able to undertake 4x4 driving in bushland if required.Apply NowSeize this opportunity and apply now:Address the selection criteria.Closing date for applications is 5pm Friday, 22 December 2023.
