Navantia Australia have an exciting opportunity for a Procurement Officer specialising in Labour Hire to join the team from our Sydney or Canberra office. In the role, you will be responsible for the procurement of all related Labour Hire requirements, ensuring compliance to the norms and procedures set-up by Navantia Australia. This person will be working closely with the internal stakeholders and Supply Chain department to analyse technical and commercial requirements, identify suitable suppliers and contract negotiations related to all labour hire requests.
In this role, you will: Implement, manage and improve Procurement process for Labour Hire. Provide training to concerned employees regarding the process for Labour Hire. Coordinate with stakeholders as necessary to forecast, plan and supply Labour Hire & Technical Partner Network (TPN) demand to relevant specifications, budget, schedule and quality standards. Ensure compliance with the Navantia Australia's norms and procedures for all procurement activities. Develop detailed sourcing and category plans to maximize effectiveness and efficiency. Prepare, issue and evaluate tenders and requests for quotations. Manage and respond to all RFQ's and tenders' clarifications. Manage end-to-end labour hire requirements such as administration of purchase requisitions, creation of purchase orders, issuing orders to suppliers, management of purchase orders – variations and expediting to ensure on-time completion of services at desired quality levels, monitoring goods receipt and payment and completion of activities. Manage Procurement Committee approvals of all Labour Hire. Communicate individual Labour Hire engagement approvals to stakeholders including HR, ICT and Security. Ensure NDA's, insurances and other requirements are in place and active. Liaise with Head of Commercial and Legal to ensure Terms and Conditions are appropriate for Labour Hire and Technical Partner Network (TPN) engagements. Identify and escalate procurement risks to ensure effective business performance. Ensure deliverables are on time along with pro-active reporting to all stakeholders. As the ideal candidate, you will have: Bachelor's degree in Business Administration, HR or Procurement is preferred. Minimum 5 years' experience in a procurement role. Previous experience in labour hire procurement highly regarded. Experience in project and contract management. Proficient in using SAP system. Demonstrated experience with standard office software (Word, Excel, Project, Outlook etc.) Ability to travel Interstate. Demonstrates ability to operate autonomously using initiative, sound reasoning, listening and decision making skills. Results oriented in a high-pressure environment. Ability to communicate effectively and build positive relationships at all levels of the business and clients. Australian Citizenship holding or eligible for an Australian Government Security Vetting Agency (AGSVA) Defence Security Clearance.
