About the NDIS Quality and Safeguards Commission The NDIS Quality and Safeguards Commission (the Commission) is a regulator established on 1
July 2018 as an independent agency under section 181A of the National Disability Insurance
Scheme Act 2013 (the NDIS Act) to improve the quality and safety of NDIS supports and services.
The Commission is the dedicated national regulator of NDIS service providers in Australia.

During its formative phase, the Commission's focus was on establishing the essential systems
and processes needed to meet its legislated responsibilities.
The Commission is in the process of
scaling up and maturing its operations to become an effective, approachable and
transparent regulator.

The Commission has more than doubled its number of staff in the last 12 months as a result of
receiving significant funding by the government.

The NDIS Commission's core legislative functions The Commission assists the Commissioner in the performance of their functions, the core of
which are to:
Uphold the rights of, and promote the health, safety and wellbeing of, people with disability receiving supports or services, including those received under the National Disability Insurance Scheme.
Develop a nationally consistent approach to managing quality and safeguards for people with disability receiving supports or services.
Promote the provision of advice, information, education and training to NDIS providers and people with disability.
Secure compliance with relevant legislation through effective compliance and enforcement arrangements.
Promote continuous improvement amongst NDIS providers.
Develop and oversee policy design for a nationally consistent framework relating to the screening of workers involved in the provision of supports and services to people with disability.
Provide advice or recommendations to the National Disability Insurance Agency (NDIA) and its Board.
Engage in, promote and coordinate the sharing of information to achieve the objects of the relevant legislation.
Provide NDIS market oversight, including monitoring changes in the NDIS market which may indicate emerging risk.

Legal Services and Internal Integrity Division Our day-to-day work has a direct and immediate impact on the lives of people with disabilities, making it incredibly meaningful, rewarding and fulfilling.

The Legal Services and Internal Integrity Division is comprised of the Legal Services Branch and the Internal Integrity Unit.
The Division is headed by the NDIS Commission's General Counsel.
Division staff members are based in Parramatta, Penrith, Melbourne, Adelaide, Brisbane, Canberra and Perth.

The Internal Integrity Unit (Investigations) The Internal Integrity Unit (Investigations) is responsible for the following functions:
Coordinating the handling of disclosures relating to the NDIS Commission in accordance with the Public Interest Disclosure Act 2013.
Making referrals to, and managing referrals from, the National Anti-Corruption Commission.
Investigating and overseeing complaints made about the NDIS Commission's staff and processes.
Undertaking preliminary assessments of workplace misconduct matters and conducting misconduct investigations.
Providing information to the Commonwealth Ombudsman concerning Public Interest Disclosures.
Managing and providing advice on conflict of interest disclosures made by NDIS Commission staff.
Providing education to staff of the NDIS Commission on integrity related matters.
Key duties The Integrity Officer (Complaints) will be responsible for dealing with referrals to the Internal Integrity Unit from internal and external stakeholders about concerns regarding the NDIS Commission and staff; working closely with the Director and Assistant Directors to ensure quality work is delivered within relevant time frames.

In this role you will:
Assess and manage referrals received from providers, participants, the Minister and members of the public about NDIS Commission employees and its processes.
Receive and assess referrals from staff of the NDIS Commission about matters relating to workplace issues.
Manage highly sensitive or confidential material.
Work collaboratively with staff and Senior Executives of the NDIS Commission.
Liaise with other government agencies and manage the sharing of information in accordance with statutory obligations.
Engage across the full range of the NDIS Commission's functions, identifying and fostering opportunities to deploy cross-functional strategies to address integrity-related issues.
Prepare complex and/or sensitive correspondence and corporate documentation, including reports, briefings, and recommendations relating to Complaints against the NDIS Commission.
Contribute to and participate in education campaigns to inform and educate NDIS Commission employees on Complaints policy and procedures.
Assist the Director and Assistant Directors of the Internal Integrity Unit with other duties as required.
There is some interstate travel required for this role.

The ideal candidate will have the following capabilities:
Demonstrated capability to develop and sustain excellent working relationships within the team, the NDIS Commission more broadly, and with a variety of external and internal stakeholder groups.
Excellent written and oral communication skills, and experience producing quality reports, briefings, and correspondence of a complex nature.
Proven ability to interpret and apply legislation and policy.
Strong administrative capability.
Highly developed organisational skills, with the ability to manage competing demands and statutory deadlines.
Demonstrated ability to make sound judgements and decisions based on thorough analysis, problem-solving, innovation, and evidence-based practice.
High level ability to manage complaints and mediate successfully.
Strong commitment to continuous improvement and to the development of solutions to achieve quality outcomes.
Ability to positively engage with persons who have disabilities and challenges with communication.
Ability to work independently, and collaboratively.
In addition, the following are the minimum mandatory requirements for candidates applying for the role:
Must not be under active/current investigation for a suspected breach of the APS Code of Conduct.
Must never have received formal disciplinary or administrative action from any employer for APS Code of Conduct breaches or workplace misconduct issues.
At least 12 months experience in a role requiring regular contact and communication (both written and oral) with stakeholders.
At least 12 months experience reading and applying guidelines, procedures, or law.
At least 2 years' experience preparing a range of written documentation.
The following are highly desirable :
Experience in a complaints handling, mediation or communications role.
Knowledge of the NDIS and an understanding of the role of the NDIS Commission.
Experience working in the disability sector.
Working knowledge of the NDIS Act.
Previous experience working in an Integrity Unit or Ethical Standards Unit.
Eligibility Requirements NDIS employees are required to be Australian Citizens.
Candidates employed by the NDIS Commission are required to undertake a Police Records Check prior to commencement of employment.
If the position involves working with children and/or vulnerable people, the appropriate check for this will also be required to be undertaken.

Successful candidate(s) will be required to obtain and maintain at least a baseline security clearance.
To be eligible to obtain a security clearance (Baseline, Negative Vet 1 or Negative Vet 2) the successful candidate must be an Australian Citizen.
Candidates must be able to establish their background as checkable to be considered eligible for a security clearance.
Any gaps or periods of time spent overseas for 12 or more months (cumulative) that cannot be verified by an Australian referee are typically deemed uncheckable, rendering the candidate ineligible for a security clearance.
