The opportunity Short term adviser (STA) role engaged via a consultancy agreement with variable inputs (approximately 2 days a month) Potential for travel to partner countries Until 30 June 2025, with the option to extend for an additional 12 months The Pacific Humanitarian Warehousing Program (PHWP) Infrastructure Specialist Unit (ISU) The Pacific Humanitarian Warehousing Program (PHWP) is a Pacific led, multi-donor investment to enhance humanitarian warehousing capability in 14 Pacific Island countries and Timor-Leste. Participating countries include Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Papua New Guinea, Republic of Marshall Islands, Samoa, Solomon Islands, Timor-Leste, Tonga, Tuvalu and Vanuatu.
The core implementing partner of the PHWP will be the Pacific Community (SPC). Tetra Tech International Development (Tetra Tech) will implement the infrastructure components of PHWP on behalf of the Department of Foreign Affairs and Trade (DFAT). As the Infrastructure Specialist Unit (ISU) Contractor, Tetra Tech will work as a close partner to the SPC PMO and partner countries to deliver up to 15 warehouses and support the EOPOs. Warehouse solutions will include a mix of design and construct, refurbishment and rental options, dependent on partner country needs.
Key responsibilities Review plans and processes to identify, analyse and provide technical advice to mitigate risks during the design and construction or refurbishment of humanitarian warehouses through PHWP. Review warehouse construction and refurbishment plans and implementation to ensure alignment to PHWP thematic priorities, including: Localisation; GEDSI; Green Humanitarian Action. Provide advice on the management of strategic risks associated with implementing infrastructure projects including political and economic factors as they align to infrastructure projects, as well as corruption and fraud risks. Review and provide independent assessments on infrastructure risk management plans and environmental and social safeguards, ensuring compliance with DFAT and partner country policies. Provide quality assurance on PHWP ISU risk reporting. Liaise with DFAT, ISU and SPC staff to communicate identified risks and workshop solutions and provide recommendations on course of actions to mitigate or address risks appropriately. Selection criteria Relevant degree qualification in the infrastructure sector (e.g. engineering, architecture, project management etc) and/or international development (Masters Degree preferred). Demonstrated knowledge and 15+ years experience in infrastructure and risk management in the Pacific (preferable in the international humanitarian and/or international development sectors). Infrastructure project design and delivery experience in at least three PHWP partner countries. Expertise in the technical delivery of infrastructure projects in the Pacific, including knowledge of Pacific National Building Codes, application of Building Importance Levels in disaster resilient infrastructure, and strategic decision-making in 'best practice' approaches that balance Australian standards and achievable outcomes. Strong knowledge of localisation, environmental and social safeguards, gender disability and social inclusion and green humanitarian action. Knowledge of humanitarian action and disaster preparedness, logistics and supply chain management. Strong written and verbal communication skills, including in a cross-cultural setting. Highly proficient in written and spoken English, with high proficiency in English language comprehension.
