Job Description ACCIONA Agua is seeking an E&I Tender Engineer with expertise in Instrumentation and Control (I&C) and SCADA systems to support the tendering process for large-scale desalination and water treatment projects. This role is pivotal in managing the tender phase, from preparing technical submissions to developing cost estimates and ensuring alignment with client requirements and project specifications.
Tendering and Design Management: Working on I&C + SCADA design aspects for tendering large-scale desalination and water treatment projects.Collaborate with bid teams to define technical tender strategies, ensuring design specifications align with client requirements and project goals.Prepare detailed technical documents, drawings, and schedules as part of tender submissions, including procurement specifications for I&C + SCADA systems.Participate and present Design & Construction (D&C) cost estimates to support tender proposals, ensuring they are competitive and accurate.Manage and maintain digital design documentation such as drawing registers, transmittals, and change request documents throughout the tendering phase.Identify potential technical innovations and propose solutions to enhance the competitiveness of tender bids.Procurement and Project Coordination: Collaborate closely with procurement teams to define scoping, specification, and tendering requirements for I&C and SCADA systems.Manage the coordination of vendor selection and prepare requests for quotations (RFQs) for I&C equipment, ensuring alignment with tender requirements.Engage with clients, consultants, and subcontractors to clarify technical aspects of the project during the tender phase.Assist in the preparation of tender service agreements, ensuring all technical and contractual clauses are clearly defined.Conduct site visits and participate in technical meetings to gain a comprehensive understanding of project requirements and align tender strategies accordingly.Project Delivery Support (Post-Tender): Upon tender award, collaborate with project teams to ensure a smooth handover from the tender phase to project delivery, ensuring that design specifications are accurately implemented.Provide technical support during the procurement, construction, and commissioning phases to ensure equipment and processes meet the tender's design specifications.Resolve non-critical technical issues that arise during the tender and delivery phases by gathering and analyzing relevant information and offering solutions.Client and Stakeholder Engagement: Maintain proactive communication with clients and project partners to ensure clarity on design and technical aspects during the tendering process.Present tender documents and designs to clients and stakeholders, addressing any questions or concerns.Build and maintain strong relationships with clients to ensure continued collaboration and alignment on future projects.Required Skills and Competencies Qualifications & Skills:Bachelor's Degree in Civil, Chemical, Mechanical, Electrical Engineering, or a related discipline.Minimum of 5 years of experience in a technical tendering or comparable field.Extensive knowledge of I&C design for desalination and water treatment processes.Proven experience in preparing technical tender documents, including I&C + SCADA design, specifications, and cost estimates.Strong communication skills in both verbal and written English, with the ability to convey complex technical information effectively.Solid understanding of procurement processes and the ability to liaise with vendors during the tendering phase.Ability to work both independently and within a team to meet tight deadlines in the tendering process.Willingness to travel interstate and overseas as required.Spanish language skills are preferred but not essential.Preferred Experience:Experience working with digital engineering platforms (e.g., BIM) for tendering and design coordination.Previous experience in I&C tendering within desalination and water treatment sectors, with a focus on the preparation of cost estimates and technical proposals.Join ACCIONA and contribute to winning high-profile desalination and water treatment projects through your expertise in I&C design and tendering.
