This position is located within the joint Executive Office of the Office of the Legal Adviser (L) and the Bureau of Legislative Affairs (H) (L-H/EX). The Office of the Legal Adviser advises and represents the Department (DoS) on all international & domestic legal policy issues, in connection with U.S. foreign policy. The Bureau of Legislative Affairs serves as a liaison between DoS and Congress and is responsible for advancing legislative agenda in the area of foreign policy and/or strategy.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience applying a wide range of human resources management (HRM) concepts, laws, policies, practices, analytical and diagnostic methods sufficient to develop and present management with solutions to a wide range of problems. Experience providing consultative advice to managers on a comprehensive range of human resources management services in the following areas: staffing, classification, position and performance management, awards, and employee relations. Experience collaborating with other human resource offices on classification and recruitment/staffing actions and ensuring the needs of the hiring managers and bureau/office are effectively represented. There is no substitute of education for specialized experience for the GS-13 position.
