The purpose of this position is to lead and work as a member of the Human Resources team to instil a culture of innovation, creativity and contemporary people management practices into the business using a Business Partnering model.
Your focus as an experienced Human Resource practitioner will be to partner, provide advice and coach executives and senior managers in Human Resource strategies, undertake complex investigations and reviews, develop and lead projects as part of the Workforce Plan to improve people management practices and drive, shape and influence the values and behaviours of a commercial business.
This position reports to the Director, People and Culture.
This is a Permanent, Full-Time  opportunity.
The position will be based primarily at South Bank Campus however you may be required to perform work at other TAFE Queensland campuses.
Key Responsibilities Contribute to the success of transformation and cultural change through promoting and modelling the established values of Safety First, Working Together, Focussing on Our Customer, Showing Initiative and Taking Responsibility.  Provide strategic input to the Director, People and Culture, the General Manager and the Senior Leadership Team as applicable regarding the development, implementation and analysis of human resources plans and strategies for the region. Lead and manage a cohesive, achievement focused Human Resources Portfolio to achieve both regional and Business Unit objectives. Work with the Director, People and Culture to manage the budget and work functions for the Human Resources portfolio for all of the portfolio activities including but not limited to communication, business improvement and innovation, and process improvement  Manage the attraction, recruitment and selection function of the region including the development and implementation of innovative practices to meet market demands. Collaborate with the TAFE Queensland Corporate Human Resources and Employee Relations teams, to manage complex and/or substantial investigations and reviews such as grievance investigations, discipline investigations, and disputes. Monitor and evaluate contemporary improvement initiatives and trends occurring within and external to TAFE Queensland, specifically assessing their viability and contribution to best practice people management within the region. Lead and manage the Human Resources team to deliver Workforce Development projects designed to deliver on a range of high level business outcomes including: Workforce Capability and Leadership; Performance Management; and process improvement. Manage quality consultancy services through partnering and mentoring managers in relation to performance improvement, complaint management, organisational change, complex and sensitive investigations, unplanned absence and develop solutions to problems specific to their particular business environment. Present concise, high quality and timely reports, correspondence and submissions of a complex nature on a full range of people management issues within the organisation and present strategic recommendations. Implement policies and services based on the region's strategic direction and make decisions and recommendations in accordance with approved delegations and departmental policies. Maintain an understanding of the commercial aspects of TAFE including financial and business performance and any impact from external factors. Demonstrated ability to provide an innovative and high-level Human Resource direction and expertise and lead Workforce Development projects in a rapidly changing, complex and competitive multi-disciplinary business environment. Proven experience in building and sustaining productive stakeholder relationships and work collaboratively to foster a positive and cohesive work environment. Demonstrated high level communication, negotiation, influencing and listening skills and the ability to provide discreet and unbiased advice. Demonstrated commitment to the values of the organisation through modelling of behaviours and the provision of outstanding client service. Highly Desirable Requirements Tertiary qualifications and extensive experience in senior human resources positions, business partnering, organisational development, or related disciplines will be considered favourably.
