The Opportunity The Human Resources Business Partner (HRBP) is an integral member of the Employee Experience and broader People, Culture and Inclusion (PC&I) teams. The HRBP is responsible for delivering best practice human resources (HR) solutions that support the Agency's business operations and strategic objectives.
Reporting to the Head of Employee Experience and working alongside the other HRBP(s), the primary focus of this role will be to establish and maintain strong and trusting relationships with stakeholders and internal clients across the Agency and provide advice and guidance across all HR focus areas spanning the complete employee lifecycle, ensuring alignment with Agency policies, standards and culture and ensuring sound, efficient, consistent and strategically aligned HR outcomes.
The HRBP will acquire a deep understanding of each key stakeholder's business objectives and build credibility with them in order to influence positive business outcomes. In addition, the HRBP will champion key organisational initiatives (such as safety and wellbeing, learning and development, diversity and inclusion, collaboration, building and living the organisation's culture, employee value proposition and experience) and will possess strong consulting and persuasion skills, stakeholder management, the ability to plan and collaborate efficiently, people management skills (including coaching) and the technical expertise required for successful leadership, partnership and execution of people related strategies and initiatives.
Key Tasks and Responsibilities: Support the PC&I team to achieve business goals: To actively contribute to (and in relevant circumstances, lead) the design, development and implementation of HR strategies and initiatives. Build, maintain and apply relevant legislative, regulatory and policy guidance and requirements in performing roles within the Agency, including Australian Public Service (APS) requirements, to support the compliance of the overall HR function. Provide guidance and support to other members of the PC&I team, including through championing PC&I strategies and driving initiatives across the Agency. Be a trusted advisor to Agency employees: Be a trusted partner to Agency staff (and, if applicable, relevant contingent workers), provide thoughtful and strategic advice, make and action well-reasoned decisions and recommendations, direct enquiries and other people-related issues and needs to the right person(s) within the PC&I team, and to role model relevant Agency values and behaviours. Acquire a thorough understanding of key stakeholders, their teams and business models and objectives, and develop the credibility to positively influence these stakeholders to achieve desired business outcomes. Provide high quality and timely support and advice to Agency managers to assist in the effective management of their own direct reports and teams, including on matters relating to recruitment, team structuring, performance management, staff development, remuneration, HR policies, market practices, talent and succession talent planning and other general HR-related advice. Communicate and educate managers on relevant Agency policy, legislative and regulatory requirements related to people management, including providing relevant updates to stakeholders. Work closely with PC&I colleagues to help design, champion and drive the Agency's diversity and inclusion and wellbeing programs. Ensure clear and regular communications are made to stakeholders on PC&I team initiatives, priorities, and strategies, including learning and development opportunities, key policy and business structure changes. Provide an effective, timely and strategic connection between the PC&I team and the rest of the Agency, ensuring sharing of relevant information between the team and leaders and others across the Agency, as well as acting as a conduit for their feedback and people-related requests to ensure timely, seamless, targeted, efficient and aligned HR advice and assistance is provided to them by relevant members of the team. Contribute to the development and implementation of PC&I team initiatives: Assist in the design, build and implementation of a new HRBP model to support the Agency and its leaders as they embark on the Agency's ambitious three-year business plan. Contribute to PC&I team (and the people-related aspects of broader Agency) projects, initiatives and programs. Contribute to PC&I team, and broader Agency, continuous improvement initiatives such as reviewing current work policies, practices and processes to align with relevant business models and strategies, best practices and contemporary HR theory and practices. Communication and Stakeholder Management: Initiate, maintain and appropriately leverage high-quality relationships with key external stakeholders related to HR practices and market conditions. Establish and maintain strong, supportive professional relationships with managers across the Agency to ensure all people-related requirements, issues, development opportunities and queries are addressed in a timely manner in compliance with relevant requirements. About You Skills and Competencies: Qualifications Bachelor's degree in HR or related fields is required. Post-graduate degrees in relevant areas are desirable but not essential. Experience Strong technical expertise and several years' experience working in HR generalist roles at one or more high quality local or offshore commercial organisations, including financial services, with those roles requiring a high degree of collaboration and strategy-related work. Solid stakeholder consulting, influencing and management skills and experience. Demonstrated experience across a wide gambit of people related disciplines including employment law, performance management, reward and recognition (including remuneration), learning and development, HR systems and policies and talent and workforce planning. Strong knowledge of current employment legislation and policy guidance, with APS-related experience useful but not mandatory. Demonstrated ability to develop and maintain professional relationships across and outside the Agency, and to work collaboratively and in partnership with key Agency stakeholders and other internal clients. Significant ability to manage and handle confidential information (including personally and commercially sensitive information) with due care. Demonstrated ability to operate effectively in a flexible and nimble contemporary office environment. Highly competent in the MS Office suite of applications; in particular, Word, Excel and PowerPoint. Attributes Demonstrate a highly professional and respectful manner in carrying out the role. The ability to deal confidently with Agency management and staff at all levels and across a wide range of circumstances. Highly motivated self-starter with the ability to innovate, prioritise workloads and meet agreed timelines. Excellent interpersonal, communication (verbal and written) and influencing skills.
