Job Summary: The Site HSE Manager is responsible for developing, implementing, and promoting a safe, accident-free, and healthy work environment for the electrical and mechanical scope (Turbine, Generator, BoPe, BoPm, Hydraulic steel structures, and others) at the Snowy construction site. This role requires consideration of relevant regulations, contract requirements, construction schedules, and budgetary targets.
The Site HSE Manager supervises the site HSE team members and collaborates with the Voith project team, Industrial Relations, union crew, sub-contractors, contractor, and the client, respectively Future Generation and Snowy Hydro, to identify, control, mitigate and/or eliminate risks of any HSE issues.
Reporting directly to the Project Director and functionally to the Head of HSE in the Head Quarter, the Site HSE Manager ensures smooth operation of the physical works through advanced preparation and close coordination with the site production team.
The Site HSE Manager will be based at site, the role will require full-time site presence. The HSE Manager will be part of the project team, reporting to the Local Project Director based in Cooma and, in a matrix reporting line, collaborate with the General Site Manager when on-site.
Key Responsibilities: HSE Compliance: Ensure compliance with regulations, contractual requirements (e.g., reporting), certifications (e.g., ISO 45001, 14001, and 9001, and possibly COR), and Voith HSE Management System.HSE Program Implementation: Design and implement relevant site-specific HSE programs (e.g., Site Safety Management Plan, Risk Assessments, Safe Work Method Statement (SWMS), Safe Operating Procedure (SOP), Environmental Plans, Confined Space Assessments, Ventilation Plans).Team Supervision: Supervise the daily activities of the site HSE team and manage work according to upcoming scheduled activities. Participate in work planning meetings to ensure HSE tasks are prepared in advance (e.g., confined space assessments, platform installation, chemicals use, PPE, ventilation, lift plans, heavy lifts, etc.). Identify bottlenecks proactively and provide solutions.Expertise and Audits: Act as the subject matter expert for all health, safety, and environmental site issues. Perform site audits and inspections, drive HSE audits, and develop action plans.KPI Implementation: Implement and follow KPIs and requirements to maintain compliance for Voith, the client, and authorities.Incident Management: Analyze and support site accident investigations, incidents, or near misses, and deliver strong corrective and preventive actions. Drive and track closure of HSE corrective actions efficiently and timely.Continuous Improvement: Evaluate programs, issue recommendations, and implement required changes for continuous improvement to ensure site HSE compliance with legislation and client requirements.Policy and System Management: Ensure suitable policies, management systems, and controls are applied across HSE.Training and Coaching: Be a coach to the project team and provide or arrange HSE training at the site when necessary.Workers' Compensation: Work with the HR Manager and Project Director to manage Workers' Compensation Claims and Return to Work programs.Reporting: Conduct qualitative and quantitative HSE reporting and participate in internal and client HSE meetings.Environmental and Social Governance: Lead and participate in Environment and Social Governance initiatives, such as energy conservation and waste reduction.Qualifications: Bachelor's degree in occupational health and safety, Environmental Science, Engineering, or a related field.Minimum of 8 years' experience in a health, safety, and environmental management role, preferably within the renewable energy, mining, or construction industries.In-depth knowledge of HSE regulations, standards, and best practices.Proven track record of developing and implementing effective HSE programs.Strong leadership and communication skills, with the ability to influence and engage stakeholders at all levels.Proficiency in HSE management software and tools.Skills and Experience: Demonstrated experience in a Senior/Management level position.Strong experience in Hydro Power Plant construction projects is a plus, oil and gas sector, or heavy construction projects.Strong interpersonal communication and leadership skills.Pragmatic view of HSE as an integral part of a construction project with schedule targets.Thorough understanding of local and provincial regulations in Australia/New South Wales, and federal regulations, including Workplace Relations Management and Heavy Vehicles National Laws.Capability to form strong working relationships with the site management team, client, subcontractors, and union workforce.Excellent safety and health track record in programs and processes.Experience in HSE training and education.Basic chemistry knowledge for SDS requirements and interpretation.Ability to work independently and as part of a team.Highly developed written and verbal communication skills in English; additional languages are beneficial.Governance of reviewing and interacting with customers.Development and implementation of HSE communication plans for teams.Ownership of and action derivation from KPIs.Project Information: Snowy 2.0 is the next generation of the iconic Snowy Mountains Hydroelectric Scheme. Once complete, the scheme will provide 2000 megawatts of dispatchable, on-demand renewable power and approximately 350,000 megawatt-hours of large-scale energy storage to the Australian National Electricity Market. Voith is the awarded Sub Contractor, and this role is in connection to this project.
