About the roles The People & Culture Section is responsible for developing and implementing policies and strategies to ensure the National Archives' workforce and workplace has the tools and capabilities to achieve our key roles and responsibilities.
The section administers employment arrangements under the National Archives Enterprise Agreement and key services including payroll, recruitment and performance management.
The section also oversees work health and safety arrangements, workforce planning and the delivery of professional development opportunities and frameworks.

The APS 5 WHS Officer, Wellbeing and Employee Relations is responsible for the provision of administrative support within the Wellbeing and Employee Relations Team.
This position works closely with the HR Manager in the implementation and management of preventative health and safety measures throughout the National Archives including the management of the Wellbeing Program.
The role requires an understanding of the Public Service Act 1999 , Australian Public Service Commissioners Directions 2022 , Public Service Regulations 2023 , Work Health and Safety Act 2011 and Safety, Rehabilitation and Compensation Act 1988 and other relevant legislation.

Under limited direction the main duties of the role are to:
Provide a first point of contact for employees and respond to a range of general HR matters verbally and in writing supported by a knowledge database, your team and supervisor.
Contribute to the planning, management and reporting activities as they relate to work health and safety matters across the National Archives.
Provide advice in relation to performance, work health and safety, rehabilitation and employee relations.
Contribute to the development of policy, procedures, guidelines and tip sheets related to wellbeing and employee relations.
Provide secretariat support to the Health and Safety Committee.
Assist with coordinating the National Archives employee representational groups including First Aid Officers, Mental Health First Aid Officers, Health and Safety Representatives, and Workplace Harassment Contact Officers.
Develop and maintain relationships with relevant internal and external stakeholders (i.e.
employee representational groups).
Coordinate, report and assist with the management of incident reporting, remote work agreements, workstation assessments, conflict of interests and other regular reporting processes.
Apply the principles of APS Values, Code of Conduct, workplace diversity, work health and safety and participative management within a work and team environment.
Promote and apply the National Archives' Vision, Mission and Commitments as expressed in Strategy 2030 and Our Values .
Other duties as required.
The APS 6 HR Manager, WHS and Rehabilitation is responsible for managing the delivery of the National Archives' Rehabilitation Management System and the Work Health and Safety (WHS) Management System.
The position includes the management of incidents and cases, including rehabilitation support for injured or ill employees and their managers.
This position is also responsible for the delivery of strategic WHS and rehabilitation initiatives and continuous improvements in services, policies, processes and guidelines.

Under limited direction the main duties of the role are to:
Supervise the WHS Officer and work closely with all People and Culture sections to provide advice and support to managers and employees, including the interpretation of relevant legislation, enterprise agreements, policies and procedures.
Provide advice and information to build the capability of employees across a range of health and safety programs.
This includes providing advice and assistance in risk management (including hazard identification, risk assessment and controls and the implementation of safe systems of work), health and wellbeing and incident reporting.
Identify and assist with the implementation of WHS management arrangement initiatives to continuously improve the effectiveness of WHS and Injury Management systems.
Manage WHS and rehabilitation cases and work collaboratively with stakeholders to develop efficient case management solutions based on relevant legislation, policies and procedures.
Monitor and analyse WHS data to identify trends, emerging issues and improvement opportunities, conduct incident investigation and risk management activities and report on WHS performance.
This includes implementation and follow up of any corrective and preventative actions.
Coordinate the National Archives employee representational groups including First Aid Officers, Mental Health First Aid Officers, Health and Safety Representatives, and Workplace Harassment Contact Officers.
Draft and develop executive briefs, committee papers and Questions on Notice.
Conduct reporting activities and regular audits, ensuring sufficient record keeping and compliance requirements are undertaken and met.
Plan, coordinate and manage wellbeing programs and initiatives including events and awareness raising activities.
Identify and deliver developments and innovations to enhance service delivery and the customer experience.
Take responsibility of a self-managed workload by meeting deadlines, making decisions within parameters and escalating complex issues as necessary.

Promote and apply the National Archives' Vision, Mission and Commitments as expressed in Strategy 2030 and Our Values .
