About the role
The Head of Level Crossings at V/Line is a crucial leadership role focused on enhancing the safety and compliance of level crossings across the rail network. This role involves coordinating with multiple groups and stakeholders, including councils and regulatory bodies, to implement effective management plans and drive continuous improvement in level crossing safety.
The Head of Level Crossings will lead efforts to develop and manage a comprehensive level crossing program, advocate for safety initiatives, and prepare business cases and funding applications to support improvements. This position offers the opportunity to make a significant impact on public safety and operational efficiency within the rail network.
Key accountabilities include:
Lead a team to provide central leadership for internal and external parties involved in level crossing management.
Establish a unified framework for level crossing data management.
Work with V/Line stakeholders to identify and document hazards, constraints, and controls at level crossings.
Ensure all level crossings have well-consulted, risk-based management plans.
Oversee the timely completion of actions required under each Level Crossing Management Plan.
Develop and manage a level crossing investment and improvement program.
Manage relationships with third parties, including councils, landowners, and regulatory bodies.
Provide subject matter expertise to influence decision-making processes related to level crossing safety.
Monitor regulatory developments to ensure ongoing compliance with internal policies and standards.
Prepare communications for key stakeholders involved in level crossing management.
Assist in developing training and competency requirements for level crossing maintenance tasks.
About you
We are seeking a dynamic leader with a strong commitment to safety and a proven ability to manage complex regulatory environments. This individual will possess excellent coordination and stakeholder management skills, enabling them to effectively lead and influence various internal and external parties. They will have a deep understanding of asset management and be capable of driving continuous improvement in level crossing safety.

Strong interest in safety and enthusiasm for improving level crossing management.
Regulatory Understanding:
Good understanding of working in a regulated environment.
Influence and Coordination:
Ability to influence and bring together various stakeholders, acting as the primary interface between V/Line and other parties.
Process Ownership:
Ownership of the process, ideally with senior management experience.
Asset and Stakeholder Management:
Strong skills in asset management and stakeholder management.
SME Knowledge:
Advantageous but not mandatory; support available from key people with SME knowledge.
Program Understanding:
Understanding of the level crossing program and its importance.
Cross-Departmental Work:
Ability to work across the department, V/Line, councils, and stakeholders.
Program Implementation:
Ensure understanding and implementation of the level crossing program.
Business Cases and Funding:
Ability to prepare business cases and funding applications.
Advocacy:
Advocate passionately for level crossing safety and improvements.
Level 1 Track Safety Awareness.
