Grants Management Specialist

This is a TEMPORARY, INTERMITTENT position in the Office of Analytic Outreach, Bureau of Intelligence and Research (INR/AO). The incumbent serves as a Grants Management Specialist responsible for the entire Title VIII Program by providing strategic direction, grants management and administration, and by managing, administering, monitoring, and evaluating all Program components.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-13 must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following: Experience administering, implementing, and overseeing grants in support of long-term foreign policy objectives.Experience serving as liaison with external customers, applicants, and grantees to clarify, interpret, and resolve issues.Experience tracking, reviewing, and analyzing accounting surveys and budget estimates to ensure the selection of grantees with maximum potential for success.Experience monitoring the review and evaluation of grantees for compliance with policies and regulations; and advises independent review panels by interpreting policy. There is no substitute of education for specialized experience for the GS-13 position.
