The position is designed for a new planning graduate or soon-to-graduate student to apply their knowledge and gain experience in a supportive and varied planning environment.
Key responsibility areas   Work closely with applicants, community, stakeholders and other departments of council to provide professional advice on planning and subdivision matters, including in pre-application meetings, mediation meetings and resolving issues with planning permit applications.
Assess, processes and report on planning and subdivision applications in accordance with the requirements of the Northern Grampians Planning Scheme, Planning and Environment Act, Subdivision Act, and other relevant policy and legislation.
Assist in the identification and implementation of innovative and practical planning solutions to enhance future development within the Shire.
Assist in preparation of documents for other processes including Council reports and briefings, and hearings of the Victorian Civil and Administrative Tribunal.
Contribute to Council's strategic planning functions including through advice on statutory application of strategic projects and improvement of the Northern Grampians Planning Scheme.
Maintain records, documents, files and systems relevant to the planning function.
Assist in investigating alleged breaches of the Northern Grampians Planning Scheme including discussions with the community, site inspections and preparation of correspondence  Perform, as directed, other duties that are within the limits of the incumbents' skill, competence and training.
Qualifications and experience   Tertiary qualifications in Urban Planning, Regional Planning or related discipline, or evidence of significant progress towards the completion of this qualification.
Understanding and willingness to learn Local Government statutory and strategic planning administrative processes and responsibilities   Understanding of local government  Experience in a Victorian local government planning team is desirable.
Selection criteria   Relevant tertiary qualifications and experience as specified above.
Knowledge of Victoria's planning system, including the Victorian Planning Provisions, enforcement procedures, Planning and Environment Act 1987 and Subdivision Act 1988.
Effective communication and problem-solving skills to produce cooperative outcomes in a team environment and the ability to develop and gain cooperation and assistance from others.
Demonstrated computer literacy in the use of appropriate applications to support the delivery of planning services.
Well-developed verbal and written communications skills and the ability to prepare clear and concise reports.
Effective time management skills and demonstrated ability to prioritise competing tasks.
