Gender Based Violence (GBV) Consultant - First NationsThe PLF works with DFAT and DEWR to support the administration of the PALM scheme and facilitate opportunities for Australian employers to connect with workers from the Pacific and Timor-Leste. The PLF is managed by Palladium and has been established as a trusted intermediary in supporting Australia-Pacific circular labour mobility.Role Overview:Pacific Labour Facility is seeking Gender Based Violence (GBV) consultant support to ensure the overarching PALM GBV approach considers the intersection of the PALM scheme and First Nations communities and in particular any impacts on First Nations communities of family/gender-based violence associated with the PALM scheme.Primary Duties and Responsibilities:Meet with the GBV design and GEDSI teams for a briefing on the GBV design.Develop a consultation plan that outlines relevant stakeholders for consultation in two locations within Australia identified in collaboration with PLF/DEWR, risks and mitigation strategies, proposed travel, and an interview guide.Undertake consultations with First Nations communities, leaders, and service providers in 2 locations.Develop a mini-report (5-10 pages) outlining key findings and recommendations for consideration by the broader GBV design team.Required Qualifications:Experience in or understanding of drivers of violence and strategies that promote transformative change in addressing gender inequality, including working with men and behavior change programs.Experience and expertise in delivering interventions consistent with human rights principles to prevent and respond to family and gender-based violence, preferably in the Australian/First Nations community contexts.Ability to conduct consultations across a broad range of stakeholder groups, including on sensitive and complex social issues, and to capture this in easy-to-read reports.An understanding of Pacific labour mobility, including social issues relevant to labour mobility.A deep understanding and respect for Australian First Nations, Pacific and Timorese values and principles, understanding of country cultures, context, challenges, and opportunities across PALM scheme counties, faith-based approaches to family and gender-based violence prevention, and people-centered approaches that reinforce values of gender equality with consideration of the diversity of women and girls.An understanding of the issues affecting Aboriginal and Torres Strait Islander peoples.An ability to communicate sensitively and effectively with Aboriginal and/or Torres Strait Islander peoples.Strong commitment to principles of intersectionality and inclusion of people of diverse sexual orientation, gender identity, and sex characteristics, and people with disabilities.A tertiary qualification in human resource management or social services would be an advantage.Applications close on 11 December 2024 and will be assessed on a rolling basis.This is a short term, Australia-based role with travel requirements within Australia.
