About the role
The successful candidate will lead the DGS Freedom of Information (FOI) and Privacy team, who is responsible for coordinating, managing and processing FOI and privacy matters for the department. The role will commence at a date agreed with the successful applicant in early 2025.
Key Accountabilities Provide leadership to the DGS FOI and Privacy team, promote the department's values and behaviours, and drive continuous improvement.Lead the department's compliance with its obligations under the Freedom of Information Act, including the processing and collating of information relating to requests for documents under the Freedom of Information Act 1982.Identify and respond to new and emerging strategic issues impacting on the operating environment.Provide authoritative and specialist reporting, advice and briefings to Ministers' offices and the Secretary on complex FOI matters and issues.Provide professional leadership and guidance to DGS staff and portfolio agencies where FOI requests are received.Initiate and manage the review and development of systems and processes for the effective delivery of FOI and for the continuous improvement of DGS's FOI performance and ability to provide access to information.Manage and maintain close liaison and effective relationships with other branches within DGS, other government departments and non-government organisations, including representation on inter-agency committees and task forces.Manage DGS FOI matters at the Victorian Civil and Administrative Tribunal.Manage FOI reviews and complaints with the Office of the Victorian Information Commissioner.Act as a focal point within DGS for all matters related to privacy and personal information and ensure DGS compliance with the Privacy and Data Protection Act 2014.Liaise with the Office of the Victorian Information Commissioner in relation to privacy complaints and the management of DGS's privacy policies and guidelines.Provide professional advice and guidance to DGS staff and portfolio agencies where privacy issues arise.Provide leadership in the delivery of privacy policies and guidance materials for DGS staff.Produce outstanding reports, correspondence and briefing materials on behalf of, and for, a variety of internal and external stakeholders in the areas of FOI and privacy.Lead the coordination and implementation of FOI projects, activities and tasks that come under the responsibility of the Office of the General Counsel including training.To be considered for the role, you must be able to demonstrate:
Experience or demonstrated ability in managing and leading a team to provide technically excellent advice on complex issues and fostering professional development.Strong planning and organisation skills, and the ability to effectively utilise available resources.Excellent written and oral communication skills.Specialist knowledge of and demonstrated experience in the interpretation and application of the Freedom of Information Act 1982 and the Privacy and Data Protection Act 2014.For specific responsibilities please review the attached position description.
