Manage the accounting, financial reporting and funds management functions of the Darwin Waterfront Corporation (DWC) and AustralAsia Railway Corporation (AARC).
Key Duties and Responsibilities: Prepare budgets and monthly and annual financial statements for the Corporations.
Manage and ensure compliance with all taxation, insurance, audit and financial reporting obligations for all Corporation (DWC & AARC) activities in accordance with all applicable standards, in conjunction with other relevant NT Government Departments and Treasury.
Managing and acquitting grants funding, including ensuring appropriate level of grants funding to cover various aspects of operations.
Processing accounts payable and accounts receivable matters.
Oversee the coordination of various external audits and assist with compliance audits.
Manage the CAPEX spend, Capital Works, Minor New Works and Repairs and Maintenance budgets.
Ensure the development and maintenance of effective governance and reporting systems in all areas of responsibility.
Prepare regular reports and briefings to the Chief Executive Officers, Boards, Sub-Committees and other Government and non-Government entities as required.
Specifically report on the financial aspects of: the DWC's obligations and entitlements in respect of the concession arrangements of the Darwin Convention Centre and all other commercial and operational contracts at the Waterfront Precinct; and AARC's entitlements in relation to the Concession Deed and leases over the railway corridor.
Ensure the Corporations financial policies and procedures are in line with best practice.
Manage a small team in delivering all the financial functions of the Corporations.
Adhere to the NTPS Code of Conduct, agency policy and procedures and all WHS requirements.
Selection Criteria: Comprehensive technical knowledge and extensive experience in applying Australian Accounting Standards, GST and FBT taxation legislation and the ability to translate that knowledge and understanding into workable policies, frameworks and systems for the Waterfront Corporation and AustralAsia Railway Corporation.
Extensive knowledge and relevant experience in the formulation and monitoring of budgets and cash flows.
Extensive experience with auditors, report generation techniques and methods of analysis and interpretation, combined with proficiency in utilising computerised accounting systems.
Well-developed analytical, interpretative and problem solving skills supported by sound commercial judgement.
Ability to work cohesively in a team oriented environment with a willingness and ability to undertake various tasks as required.
Highly developed interpersonal and communication skills with the ability to convert complex issues to plain English.
Bachelor of Accounting (or similar) and accreditation with a professional accounting body.
