Department: Department of Treasury and FinanceAbout this roleAbout us The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians.
The Portfolio Analysis Group (PA) provides advice on resource allocation to the Treasurer on a range of issues. The Group is the first point of contact with DTF for all departments in relation to budget submissions, finance issues and performance reporting. PA provides expertise on policy and programs and monitors departmental performance – both financial and service delivery – and promotes sound financial management of the state's fiscal resources more broadly. PA provides advice to departments on financial management and undertakes financial analysis and reporting to support decisionmaking.
About the role Reporting to a Team Manager, the successful candidate will be responsible for:
Analysis, Innovation and Improvement Applying knowledge of accounting and finance to provide advice on financial impacts of government decisions by undertaking financial analysis and interpreting financial statements to identify financial impacts and extract greater detail or understanding;Using financial management systems and Microsoft Excel (including the pivot table function) to update, consolidate, report and analyse monthly, quarterly, mid-year and annual budget and actual financial information and preparation of commentary for reporting purposes;Providing budget and financial management analysis and advice on a variety of whole of government issues including budget and resource allocation. This could include funding of government services and programs and/or fiscal strategy;Assisting with the authoring, planning and coordination of briefings and other financial inputs to decision making for a range of publications, budget documents and financial reports; andContributing to the critical and constructive challenging of processes and identifying opportunities for improvement, innovation and knowledge management across Portfolio Analysis, the Division and the Department.Leadership and Teamwork Taking responsibility for the coordination and performance of specific tasks to the required quality. This will include working with direct team members or other teams across PA, the Division and the Department to deliver work priorities to meet strict deadlines;Supporting and contributing to Departmental goals, demonstrating organisational values and behaviours, and a commitment to personal and professional development; andContributing to the maintenance of a positive and healthy team culture.Stakeholders and Influence Establishing and maintaining effective relationships with key stakeholders within the Department and with other central and portfolio agencies; andProactively seeking solutions to issues that arise in a fast-paced environment and delivering outcomes in a responsive manner to assist the completion of urgent and/or complex tasks.About you We are seeking applications from candidates with demonstrable experience in the following key selection criteria:
Commitment and motivation to work in the public sector.Ability to use financial management systems and Microsoft Excel (including pivot table functionality) to contribute to consolidation, reporting and analysis of budget estimates and financial actual data.Strong numerical skills, and experience in budgeting, financial accounting and reporting including an understanding of government's key fiscal aggregates and the impact of transactions thereon.Being able to clearly and concisely present written information and data to highlight high quality options or alternatives and recommendations for decision makers including good computer literacy skills particularly with Microsoft Excel, PowerPoint and Word.Teamwork skills with the ability to deliver assigned team priorities and maintain performance standards whilst supporting a positive and healthy team culture.Building and maintaining productive and positive relationships with key internal and external stakeholders, including an ability to understand the environment that you are communicating in and the ability to work closely with others in an effective and efficient manner.Experience and qualifications
Excellent numerical skills, and demonstrated experience in, or strong knowledge of, finance and accounting conceptsAnalysis of budget and financial management issues, including monitoring and assessment of consolidated financial performance, evaluation and development of costings, position, outlook and risksExperience and/or expertise in portfolio issues across government such as health, human services, justice, education, transport, economic development and environment would be viewed favourably.A relevant accounting and finance qualification would be highly regarded.About our culture We aim to be a model employer providing an inclusive workplace that is understanding and respectful of differences such as gender, identity, race, disability or age.
