APS 6 - IT Procurement and Asset Management Officer $90,199 to $101,022 per annum, plus 15.4% superannuation Ongoing, Full-time Adelaide, Brisbane, Canberra, Hobart, Melbourne, Parramatta, Perth, Sydney – William Street Position Overview The position of the IT Procurement & Asset Management Officer is to: Facilitate through end-to-end procurement (including advice, industry engagement, approach to market, evaluation and contracting) in compliance with the Commonwealth procurement framework, rules and policies.
Track and manage the lifecycle of IT hardware and software assets to ensure efficient acquisition and deployment of assets.
As part of a small team, you will: Work closely with the ICT Procurement & Contracts Manager to exercise both initiative and judgment in the interpretation of the Commonwealth Procurement Rules (CPRs) and related policies.
Require a customer focus and undertake work under limited direction with the opportunity for reasonable autonomy and accountability.
Engage internally with Judges, executives, managers, and staff, and externally with vendors, logistics and other Commonwealth agencies.
Demonstrate strong written and verbal communication skills with ability to liaise effectively at all levels internally and externally.
IT asset management is an important compliance requirement of the Courts and Tribunal.
In this role you will be the primary person driving the continual improvement of IT asset management.
You will ensure that appropriate processes and procedures are in place that ensure assets are tracked and managed to assist the court in maximising value through appropriate allocation and monitoring.
Key Responsibilities and Duties Procurement Activities and Contract Administration Partner with staff from across the organisation providing high level advice and guidance to build expertise in procurement, provide governance and improve procurement practice and outcomes.
Develop, co-ordinate and lead sourcing activities (end to end) to establish supply arrangements that meet business needs.
Plan and lead contract negotiations in the establishment and review of supply arrangements to deliver value for money procurement outcomes.
Identify, manage, and mitigate procurement risks to enable the organisation to meet its obligations and maximise business opportunity.
Document procurement processes, decisions and contractual arrangements fully to provide an audit trail for probity and audit purposes.
Undertake business needs assessment, supply market analysis and commercial risk assessments to inform procurement planning and sourcing decisions.
Contract Management Support the IT team with contract formation including contract management compliance advice and understanding of contract management deliverables.
Develop and administer contract management plans, negotiate changes and modifications, supplier performance management and compliance requirements through effective supplier relationships to enhance business outcomes.
Manage/Support in software licensing and true-ups - e.g: Microsoft Volume Sourcing Arrangement, Adobe ETLA.
Asset Management Maintain the IT Asset Management framework and continually improve this practice area.
In conjunction with stakeholders maintain, and review as required the end user hardware and software that is approved for issuing to judges and staff.
Work closely with System Support Engineers to leverage Ivanti Service Manager and asset management modules to improve overall IT Asset Management.
Competencies & Attributes The successful candidate will have: Experience in Commonwealth or State Government end-to-end procurement along with practice in managing IT assets.
Sound appreciation of Commonwealth legislation and policy relating to procurement, together with a knowledge or aptitude to exercise both initiative and judgment in the interpretation of the CPRS and related policies.
Proven ability as an effective communicator to support the Information Technology team in ICT procurement and contract management.
Ability to manage competing priorities whilst maintaining high work standards in meeting deadlines, be achievement oriented, well-disciplined and task focused.
An understanding of APS Work Level Standards regarding APS role functions and expectations to ensure compliance with the matrix listed.
Qualifications & Experience Experience in Commonwealth or State Government end-to-end procurement along with practice in managing IT assets is required.
Certificate IV in Government (Procurement and Contracting) is desirable.
Advanced Microsoft Excel knowledge/skills or with similar analytical tools is preferred.
Selection Criteria In-depth knowledge and experience in procurement practices, policies and procedures and their application including contract formation and contract management processes.
Demonstrated ability in delivering end-to-end procurements through each stage of the procurement lifecycle.
Good analytical and investigative skills, including the ability to research and evaluate complex issues in relation to sale and procurement matters, identify relevant outcomes to provide recommendations / advice.
Experience in IT Asset Management practices, ability to develop processes and procedures to ensure IT assets managed appropriately to meet compliance obligations and maximise value.
Highly developed verbal communication and interpersonal skills with demonstrated experience in undertaking negotiations of a sensitive nature and maintaining effective working relationships with different stakeholders.
Eligibility Employment with the Court is subject to the conditions prescribed in the Public Service Act 1999, and the following: Australian citizenship – the successful applicant must hold Australian citizenship.
Security and character clearance – the successful applicant must satisfy a Police Records Check and may also be required to complete security clearances during the course of their employment.
Successful applicants engaged into the APS will be subject to a probation period.
