Reference Number: Audit Committee Closing Date: 25-04-2024 Employment Type: Contract (30/03/2028) Location: Dalby Corporate Office Level 1 (Ground Floor) Expression of Interest Role Title: Independent Member - Audit Committee Role Status: Four-Year Fixed Term Reports To: Chairperson - Audit Committee Expressions of interest are invited from suitably qualified people with expertise in financial management, risk management, and public sector management to join Western Downs Regional Council's Audit Committee as the Independent Member. Council's Audit Committee meets at least three times per year, generally in March, August, and October. The committee consists of three members, being two Councillors and an independent member. The appointment of an independent member is required for a term of four years. The Audit Committee is a source of independent advice to Council and the Chief Executive Officer and is responsible for fulfilling oversight responsibilities relating to the financial reporting process, the system of internal controls, the audit process, and the reporting requirements as prescribed under section 105 of the Local Government Act 2009 and in accordance with the Audit Committee Terms of Reference. This position will be responsible for assisting the Audit Committee in advancing its objectives to: Enhance the ability of Council to fulfil its governance and legal responsibilities. Add to the credibility and objectivity of statutory financial reports. Enhance the independence and effectiveness of the Council's internal audit function. Oversee the application of appropriate accounting and disclosure policies and procedures. Provide a communication link between management, internal audit, external audit, and Council. Support measures to improve governance, risk management, and the control environment. Appointment Criteria Applicants should: submit a short (no more than two pages) statement focussing on their knowledge, skills, and attributes and how this aligns with the personal qualities, skills, and experience requirements of the position; and attach a current resume, including the names and contact details of two referees. Skills and Experience Experience and/or professional qualifications in Accounting, Finance, Business, or Risk Management; A thorough understanding of the core activities of the Council and the environment in which it operates, including its strengths, weaknesses, opportunities, and threats; A commitment to the continual improvement of the Council's financial and non-financial performance; Strong business acumen and financial and risk management skills; A high level of understanding of best practise internal control, risk management, and financial management; A high level of competency in financial and performance reporting and the ability to analyse complex financial reports; Previous experience on Boards and/or Audit Committees. Remuneration Applicants must either hold a current ABN or be willing to apply for one. Remuneration for the independent member is set at $1,500 per meeting (meeting fee), plus travel costs per kilometre in accordance with Australian Taxation Office published rates for the applicable financial year. Where applicable, superannuation guarantee contributions will be paid by Council on the meeting fee component of the remuneration. Accommodation costs, if required, will be met by Council. Reimbursement of other related expenses will be at the discretion of the Chief Executive Officer.
