Queensland Ambulance Service (Organisation site ( https://www.ambulance.qld.gov.au/index.html ))Torres and Cape District; Far Northern Region; CairnsThe Executive Manager is accountable for all aspects of frontline operational service delivery within the district, in line with the requirements of the authorising environment provided by the QAS Governance Committee (QASGC). This includes clinical quality, patient safety, standards, logistics, reporting requirements, industrial relations, discipline, stakeholder relationships, economy and value.The role will ensure patient safety through endorsed operational plans and local work practices. The Executive Manager (Superintendent) will also provide a high level of support to the Commissioner, Deputy Commissioner, Assistant Commissioner and the QASGC in delivering organisational reform outcomes; contributing to the overall future direction of the QAS and ensuring quality, timely and appropriate pre-hospital care and transport services are provided to the Queensland community.Provide ongoing oversight, leadership and management support across the district including the development and implementation of operational plans and procedures in line with the authorised operational readiness and deployment supervision model.Ensure a state of operational readiness in the district by reviewing district performance against key indicators and reviewing operational plans and work practices to meet performance targets.Research, develop, analyse and implement operational plans and local work practices, policies and procedures to enhance the effectiveness and efficiencies of clinical services within the approved supervision framework, in accordance with all legislative and regulatory requirements.Develop and maintain professional relationships and collaborative partnerships within the QAS, Queensland Health, emergency service organisations, government and non-government agencies, community groups and other key external stakeholders/partners.Provide leadership to ongoing patient safety and improved clinical care through active participation in safety and quality committees, clinical audits, peer reviews and clinical quality assurance processes.Manage and coordinate the organisational health and safety requirements for the district including activities to optimise the awareness, preparedness, safety, protection, injury prevention and general health and wellbeing of QAS staff.Ensure compliance with legislative and regulatory requirements relating to drug management, including compliance with the QAS Drug Management Code of Practice and Directives.Ensure that the provision of paramedic education and training is delivered to the appropriate QAS standards and that it meets the requirements for accreditation within the district.Demonstrate a commitment to continuing professional development to maintain up-to-date knowledge and skills, including any mandated requirements.Identify and investigate innovative approaches and develop strategies for their implementation within the QAS district environment.Negotiate, consult and collaborate with Queensland Health and other health service providers, professionals, specialist business teams and vendors to deliver fit-for-purpose ambulance services within the district, ensuring a high standard of quality, economy and safety are achieved.Manage and monitor financial performance against budget and ensure the district resources (human and physical) are effectively managed and maintained to ensure operational readiness and efficient and effective resource utilisation and performance.Implement effective strategic planning initiatives within the district, particularly resource and asset management strategies, including refresh and replacement programs.Represent the QAS and/or the Commissioner in consultations, meetings and forums with a broad range of stakeholders including the QAS, Queensland Health, emergency service organisations, community committees and consultancies and represent the QAS in the media as required.Communicate effectively and advocate persuasively to achieve desired outcomes on policy issues and to facilitate key stakeholder meetings and briefings on behalf of the Commissioner as required.Lead the engagement, management and coordination of Local Ambulance Committee (LAC) activities within the district to ensure a positive contribution to QAS operations and to maintain productive community relationships and networks.Champion workforce diversity and inclusion in the QAS by leading the development and implementation of programs which support relevant government and QAS diversity and inclusion initiatives.Further informationWe are committed to building inclusive cultures in the Queensland public sector that respect and promote human rights ( https://www.forgov.qld.gov.au/humanrights ) and diversity ( https://www.forgov.qld.gov.au/inclusion-and-diversity-commitment ).Please ensure you download all attachments and follow the instructions on how to apply.
