As the Executive Manager Financial Performance, you will provide strategic financial and economic advice to the Executive Leadership Team and oversee the finance management across a range of programs and services that contribute to the delivery of the City of Palmerston Community Plan including:
Treasury FunctionInfrastructure AccountingBudgeting and ForecastingFinancial and Rates ModellingRegulatory CompliancePayrollAccounts Payable / ReceivableDebt ManagementProperty Management and LeasingKey Duties and Responsibilities include: Leadership & Collaboration: As a part of the Senior Leadership Team, foster cross-departmental collaboration and guide staff to align their understanding and deliverables with the Community Plan.Financial Oversight: Lead the development, implementation, and monitoring of financial strategies, budgets, and compliance with legislative requirements, including managing cash flow, investments, and funding contracts.Strategic Planning: Oversee the Municipal and Long-Term Financial Plans, ensuring effective delivery and quarterly reviews.Continuous Improvement: Drive the enhancement of financial systems, internal controls, and staff training to maintain compliance and support modern practices.Policy & Reporting: Develop policies aligned with strategic objectives, ensure compliance with the Local Government Act, and deliver clear reports to leadership teams.About You: To contribute to your success in this role you will have:
Extensive experience in financial management (both financial performance / position).Experience and familiarity with relevant Accounting Standards particularly in relation to infrastructure accounting and ability to clearly articulate financial reports at a senior level.A deep understanding and experience of principles and managing financial management frameworks, programs, and systems.A high level of knowledge of financial management issues and challenges, a practical application in a public sector environment, and the ability to manage change processes.Proven ability to manage a wide scope of resources at a senior level.Proven ability to motivate, lead and strategically influence diverse and dynamic teams and contribute to an innovative and positive working environment.A Tertiary qualification in Accounting or Commerce, a professional accounting body membership (CA/or CPA), and 7 years of relevant experience is required. Experience in a local government environment or a similar, large complex organisation, is also desirable.
This position requires a person who is experienced, calm, people and client focused, well organised, able to work well within a fast-paced environment, and who has some flexibility to work outside of regular hours when needed.
