Extensive experience in the leadership and management of policy implementation and service delivery in large complex organisations undergoing significant structural and cultural change. Role Role Context Schools and Regional Services comprises 17 Areas within four regions across the state, as well as 5 central Divisions. The responsibilities of Schools and Regional Services include:
Service delivery including performance, contract management, funding delivery and acquittal
Program implementation including detailed implementation planning and delivery
Local area engagement, advice, support and partnerships
Workforce capability development, professional practice leadership and delivery
Emergency management including critical incident response.
The Area-based regional operating model is designed to:
Provide greater responsiveness, innovation and joined-up responses to local needs
Enable a focus on place as an organising structure for schools and other services
Enable regional staff to engage more effectively with our service providers, schools, students and learners, families and local communities, and to understand what they need
Facilitate better relationships and collaborative networks that more effectively support learners to move more seamlessly through our education system and beyond
Enable complex issues to be addressed through more targeted, integrated and coordinated responses..
Role Purpose The Student Wellbeing and Engagement Division is responsible for promoting and implementing regional and statewide consistency in areas relating to student health, wellbeing, inclusion, and engagement supports.
The role is responsible for leading a team of professionals who:
support schools through the delivery of services that support the health, wellbeing, inclusion and engagement of children and young people, particularly the vulnerable, to enable them to achieve their full potential provide a range of supports and services to improve the wellbeing, learning and developmental outcomes of children, young people and students lead the development and implementation of related reforms across the region. This role supports the Regional Director in driving a state-wide consistent, aligned and coherent approach to planning, implementation and delivery of services and supports for children, students, families and education communities.
Under the leadership of the Regional Director, the Executive Director, Student Wellbeing and Engagement Division will work closely and collaboratively across DE to:
lead and develop a regional team of professionals with a focus on quality, program fidelity and professional practice improvement ensure high quality regional health and wellbeing services that meet the needs of children, students, families and education communities implement consistent, outcome-based standards for service delivery which enable flexible and responsive local service provision contribute to service redesign to improve service quality greater efficiency from the resources available identify and implement opportunities for service integration that provide a better and more seamless experience for children, students, families and education communities work with other agencies, including Department of Families, Fairness and Housing (DFFH) Executives, local government and community based organisations to address the needs of vulnerable children and young people contribute to the implementation of initiatives and strategies that support positive outcomes for priority cohorts, inclusive of ensure robust regional financial management and oversight of funded programs establish processes to ensure the learning and development needs of the rural components of the region are given a high priority exemplify integrity and set a standard for others, supporting others to manage conflicts of interest, and using resources responsibly model public sector values (integrity, accountability, impartiality, responsiveness, respect, leadership and commitment to human rights). ResponsibilitiesRegional leadership, strategy and service delivery development Lead or contribute to the development and implementation of regional strategic priorities Contribute to the development of regional planning and policy/program implementation at the regional level. In particular, the Executive Director, Student Wellbeing and Engagement Division role will drive inclusive education reform in each region, working closely with Area Executive Directors and their teams. Provide input into Departmental policy, program development, and refinement informed by policy and program design experience. Take a leadership role for specific region-wide projects or committees as required by the Regional Director. Be a highly effective and contributing member of the Regional Leadership Team; taking collective responsibility for regional planning and service redesign to drive improved regional service quality, delivery and outcomes. Support the work of other regional Executive Directors to contribute to improved outcomes of the regional learning and development system. This includes sharing knowledge of effective practice across the region, including managing integrity and compliance risks. Prioritise, plan and manage for results Take responsibility for and implement collective decisions of the Regional Leadership Team. Maintain focus on high risk and/or high impact planning and integration matters and take personal responsibility for managing issues and risks effectively at the regional level. Develop and maintain an effective planning, performance monitoring and reporting regime for the Division. Facilitate the integration of the learning and development systems at the regional level by identifying and acting on opportunities to broker partnerships and networks that will assist integration. Leverage community resources and skills to achieve common objectives for the regional learning and development systems. Improve the quality of the services directly delivered by the region in order to deliver on key priorities and achieve agreed service delivery targets. Lead and manage the Area and maintain effective relationships Select, manage and motivate staff and teams, including developing staff and preparing future leaders through ongoing coaching, feedback and development opportunities. Establish effective working relationships and partnerships with schools, other government agencies, education sectors, peak bodies and community groups with a presence in the region to ensure planning for the learning and development systems and service provision is coordinated and aligned. Target and engage directly with regional communities of interest to gain input on strategy, policy and implementation from the sector.
