About the Role This is a five year fixed term SES 2 position The Executive Director of State Planning Policy provides strategic and high-level leadership within the Department's planning portfolio, overseeing State Planning Services, Regional Planning, and the Planning System. Reporting directly to the Head of State Planning, the role is critical in guiding the State's statutory planning system and managing the assessment and approval of planning scheme amendments to ensure alignment with the State's planning schemes.
This role supports local government planners, senior officers, regional planning teams, and ministerial service functions, ensuring the delivery of high-quality, timely statutory planning processes. As part of the Planning and Land Services' leadership team, the Executive Director plays a key role in building a high-performing, customer-focused workforce and culture. The role also shapes Victoria's future planning systems, policies, and projects while fostering strong partnerships across all levels of government, industry, and the community to achieve the Department's vision of a liveable, inclusive, and sustainable Victoria.
Position Outcomes The role focuses on leading the development and implementation of evidence-based policy and frameworks, particularly in complex and sensitive environments. It requires building and maintaining strategic partnerships with government, sector, and community stakeholders to shape informed policy decisions. The role involves providing leadership in developing the organisation's policy strategy, proactively managing risks and opportunities related to policy, and ensuring that organisational goals align with community and stakeholder needs. The Executive Director will lead cross-functional teams to execute policy development and solutions while ensuring policy evaluation processes continuously inform future policy development.
Additionally, the position involves overseeing statewide planning provisions and driving continuous improvement and system reforms. The role supports leadership in providing responsive and targeted assistance to local government planners and senior officers, ensuring high-quality and timely statutory planning outcomes. It also involves collaborating with senior leadership and providing authoritative advice to support strategic and operational decision-making and deliver departmental priorities, including the timely progression of planning scheme amendments.
Qualifications and Role Specific Requirements Tertiary qualification in urban planning or related discipline.Experienced senior leader with a proven record of success working in a large, complex organisation and a track record in leading change and improvement initiatives.Political acumen with an understanding of the processes and levers that apply to Government is essential and ability to facilitate initiatives and outcomes at a whole of government level.Strong track record of stakeholder engagement, consultation, and communications to ensure internal and external stakeholder interests are represented and incorporated into reform initiatives is mandatory.Demonstrated record of achievement in driving and leading responsive and high-quality planning processes and outcomes.Expertise in leading a statutory planning function with a strategic focus, and proven ability developing this capability at organisational level.How to Apply
