About our team GM Technology & Major Cap Group | Major Capability | Capability Value Realisation Centre | CIP Evaluation and The Evaluation, Planning and Reporting (EPR) Section Performance, Governance and Inquiries (PGI) Branch Evaluation, Planning & Reporting Section The Evaluation, Planning and Reporting (EPR) Section is within the Performance, Governance and Inquiries (PGI) Branch, which is responsible for managing critical bodies of work to provide strategic advice to the department, Executive and the Minister for Home Affairs.
As the centralised evaluation and reporting function of the department, EPR Section coordinate and undertake evaluations alongside business areas in line with Commonwealth requirements.
EPR Section are also responsible for engaging with external stakeholders to ensure mandatory cabinet requirements (relating to impacts, measuring success and implementation of policies/programs) are met.
A role within the EPR Section provides a unique opportunity to gain an understanding of the broader work of the Portfolio, including border policy and security, counter-terrorism, cyber and transport security.
Capital Investment Program Evaluation Section The Capital Investment Program (CIP) Evaluation Section is a newly established team within the Capability Value Realisation Centre (CVRC).
The Section delivers monitoring and evaluation guidance and services across the Home Affairs and the Australian Border Force CIP work program, actively engaging with a range of stakeholders using best-practice evaluation.
As part of the Department's commitment to driving evaluation culture within Government, and embed a culture of evaluation and knowledge sharing and continuous improvement, the Section applies evaluation approaches, techniques and knowledge to systematically assess and improve the planning, implementation and effectiveness of CIP programs.

We are looking for proficiency in executing targeted research and analysis (qualitative and quantitative) and ability to translate and present information appropriately, drawing conclusions and making evidence-based recommendations.
You will apply evaluation methodologies to assess programs, projects, policies, functions or activities to inform decision-making, and be proficient in working within and applying relevant legislation and policy.
The position will utilise highly developed interpersonal skills to facilitate and promote effective interactions with stakeholders, and build evaluation capability across the department.
Strong written and verbal communication skills, and ability to modify strategic, targeted and complex messages to diverse audiences, are a must; with the proficiency to contextualise, convey and exchange information to create a shared understanding.
Duties and responsibilities Specific responsibilities will vary across the positions but may include: Design and conduct evaluations and reviews in line with evaluation methodologies, principles and guidelines for the capital investment program.
Sample decisions and collect, analyse and synthesise qualitative and quantitative data to respond to evaluation questions and provide advice and support through a collaborative approach with stakeholders.
Draft and provide input into evaluation design, frameworks and practice guidance for business areas, and further develop clear and concise correspondence for senior executives, such as minutes, briefs, submissions, decisions, updates, reports and/or statements.
Lead evaluation and impact workshops with business areas, including training, tools and guidance to build evaluation capability across the department and maintain strong stakeholder relationships.
Complete work function responsibilities within set timeframes to a high level of quality, efficiently manage competing priorities, allocate tasks/projects when required and act as the point of escalation for complex matters.
Additional information Preferred: Experience or qualifications in the conduct and management of evaluation (e.g.
Master of Evaluation).
Preferred: Experience or qualifications in portfolio and program management and associated governance principles.

Eligibility To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:   ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
