RIZZANI DE ECCHER
ERECTION SUPERVISOR – DESIGN & CONSTRUCTION OF HEAVY-LIFTING COMPLEX STEEL AND COMPOSITE BRIDGES (CANBERRA)
POSITION DESCRIPTION
Overview of position:
Rizzani de Eccher Australia Pty Ltd has been engaged to perform specialized engineering and supervision works on the Molonglo River Bridge, as part of the John Gorton Drive Extension 3C in Canberra (ACT) together with BMD Constructions as the Main Contractor.
The Molonglo River Bridge is the longest weathering steel bridge project in Australia, and includes a very deep haunch elevation profile (up to 4m tall) to cater for the 90m central span, and composite structure with precast planks elements to be installed on the deck after steelwork installation. The bridge is to be installed by very big heavy-lift cranes, with custom-made spreader beams and access platforms, and very specific geometry control processes to ensure alignment to millimeter precisions at the bearing and splice locations, while taking into account pre-camber and construction deflections. All of this will also be rendered more difficult in terms of access and safety due to the steep valley where the bridge is located, which is also subject to regular flooding.
Previous engineering and site experience on similar projects, with use and experience in such custom-made equipment, materials and conditions (such as sledge plates with hydraulic jacks, spreader beams, lifting plans, stability checks during transient conditions, tie-downs with PT bars, lateral restraints, etc.) is key to safety and timely delivery of the Molonglo Bridge project. Most of those elements have been encountered, and successfully planned and managed, by Rizzani de Eccher staff on recently built Kangaroo Point Green Bridge in Brisbane and Matagarup Bridge in Perth, which are very similar structures in terms of complex heavy lifting operations over water, with difficult access at the splice areas, tight construction tolerances for steelwork connections and bearings, and use of custom-made lifting and hydraulic equipment.
The specialized expertise offered by Rizzani de Eccher personnel through an early-involvement into the planning, procurement and management of temporary works, the inputs (loads and inserts) required into the design and the step-by-step methodologies, the coordination of the site control measures to comply with those construction stages, and the know-how in the performance of the complex heavy-lift operations with steel and precast concrete structures, are critical defining factors in the construction development and implementation on site.
These are also the main expertise that BMD Constructions are looking for from Rizzani de Eccher, consisting in the secondment of a skilled and technical site supervisor to ensure that the pre-assembly, assembly and installation sequences, and any equipment designed and developed by Permanent and Temporary Works designers, will be properly followed by the personnel on site.
A more detailed breakdown of the specific tasks is described here under.
Duties:
Assist Technical Department with finalization of Method Statements, Risk Assessments and Permit to Load in accordance with Design Specs, Technical Requirements (permanent works and temporary works) and Project Specifics under close coordination with Engineers to ensure that the selected methodologies are doable, safe and efficient
Plan the lifting works on a weekly and also daily basis, including requesting plant, consumables and resources to maintain schedule together with the Subcontractors and Engineers
Supervise and organize the teams involved in the heavy-lifting, including handling and installation of steel modules on the ground, consisting of towers, jacks and concrete structures in accordance with the required engineering requirements, including Permit to Load and lifting sign-offs, where and as needed by site procedures
Train the technical and operational staff in the operating of the specialised equipment such as spreader beams, jacks, post-tensioning bars and temporary works interfaces going through each step of the typical installation cycle designed and planned to occur on site, including verification of competency (VOC) as and if required
Supervise the operation of heavy-lifting, gross adjustment (by crane), fine adjustment (by jacks) and lock-in place (with bolts) during the entire duration of the site installation works and help troubleshooting mechanical, hydraulic and electrical issues that may arise
Prepare the daily site reports and the resources records
Regular attendance and support to WHS and Environmental activities and initiatives, such as pre-start, toolbox, site walks, various KPI's, etc.
Performance monitoring on production cycles and explore possibilities of improvement (or repairs) through modification of Design (RFI's) and/or optimization of work-fronts or equipment through discussions with Engineers
Liaise regularly and proactively with Construction Manager, Site Superintendent, Subcontractor and the other Site/Project Engineer for any item related to coordination with other disciplines, resources and progress in relation to any issue or achievement for the general site activities, design, procurement, overall time and costs, commercial, etc.
Essential skills:
Must have a great and deep understanding of design and civil engineering processes, including specifically temporary works, load transfers and heavy complex structures
Must have specific expertise on bridge structures, including Post-Tensioning, jacks, rigging, narrow and constrained sites, steel splices, precast structures, survey and adjustment procedures, and experience working on infrastructure projects worldwide and in Australia
Good communication and site managerial skills with site personnel and also with engineers to translate design requirements into efficient and safe site activities
Understanding of AutoCAD files, 3D Models and 2D PDF files for site lifting plans and operational sequence, and appreciation of construction engineering sequences and all steps required to achieve stability and final load transfer of structures
Ability to use Word and Excel to analyze and monitor Safety registers, Method Statements, Work Procedures, toolbox, pre-start, Permits, etc.
Employment experience:
Diploma and at least 10 years' work experience, with at least 5 years being relevant to the scope of works and duties listed above
