Job Summary: Support the Health and Safety Manager in the development and maintenance of the project's Emergency Response Management System.
Provides direct assistance and guidance on Emergency Response matters to PLM D&C and Subcontractor personnel.
Responsibilities: Regularly maintain emergency response plans, crisis management plan, rescue plan and procedures.
Effectively liaise with internal and external stakeholders including the State Government and authorities, Emergency Services and Construction to identify and understand risks and hazards (both existing and potential) in an Emergency and/or Crisis situation.
Conduct risk assessments: Identify potential hazards and assess risks to the organisation.
Analyse vulnerabilities and implement suitable mitigation strategies to reduce the impact of emergencies.
Manages the compliance obligations under the Occupational Safety and Health Act, National Rail Safety Legislation, and associated legislative requirements.
Coordinate emergency response teams: Organise and lead emergency management teams comprising individuals from different departments or external agencies.
Develop roles and responsibilities for team members and ensure that they are trained and prepared for emergency situations.
Establish communication systems: Set up and maintain effective communication channels between emergency response teams, stakeholders, and external agencies.
Ensure communication mechanisms are established to keep all parties informed during emergencies.
Liaise with external agencies: Collaborate with local, state, and federal agencies, as well as non-governmental organisations, to establish partnerships and coordinate emergency response efforts.
Attend meetings, training sessions, and drills to enhance coordination and cooperation.
Conduct emergency response drills and exercises: Plan and execute emergency response drills and exercises to test the effectiveness of response plans and identify areas for improvement.
Evaluate the outcomes and ensure the necessary adjustments are made to enhance preparedness.
Establish, develop, and coach a network of emergency management representatives from across divisions to provide support in an emergency.
Qualifications & Experience: Recognised qualifications in emergency management, public administration, or a related field.
Ability to remain calm and make sound decisions during high-pressure situations.
Proven experience in emergency management or a related field, preferably in a leadership role.
Knowledge of emergency management principles, procedures, and best practices.
Familiarity with local and national emergency response systems, agencies, and regulations.
Strong communication and interpersonal skills to effectively collaborate with various stakeholders.
Exceptional organizational skills and ability to multitask in a fast-paced environment.
Analytical and problem-solving abilities to effectively assess risks and develop mitigation strategies.
A comprehensive understanding of H&S systems and programs as well as risk management principles.
Competent in planning and organising work schedules Knowledge of HS&E requirements.
