The Queensland Police Service (QPS) Emergency Management & Coordination Command (EMCC) supports locally led and safe, resilient communities throughout Queensland. The Command is focused on enhancing whole of government capability and delivering state level support to disaster operations based on the requirements of the Queensland Disaster Management Arrangements (QDMA).


An Emergency Management Coordinator (EMC) network is strategically located throughout Queensland to provide vital support, training, advisory and liaison functions to disaster management stakeholders at local, district and state levels. All EMC positions are owned by the EM&CC and are hosted within police establishments responsible for district disaster areas.
This is a new and additional EMC position that will specifically provide capability development, assurance, and operational support to the Ipswich disaster district, which includes Ipswich and Somerset Locals Government Authorities. The position will be accommodated at the Ipswich police district headquarters.
The core capability requirements for this role are: Support the development, delivery and implementation of operational service delivery plan and state-based emergency management initiatives and outcomes.Incorporate risk management principles and practices in the delivery of emergency management planning, review, and assessments; the development and maintenance of disaster management plans; delivery of Queensland Disaster Management Training Framework and other emergency management training to relevant stakeholders.Represent QPS as a member or advisor of disaster management groups and contribute to whole of government response coordination functions, including the provision of advice on emergency management planning arrangements and operational response activities.Engage with senior staff from local government, other government agencies, authorities, diverse communities, and community groups to build local capability and capacity across Prevention, Preparedness, Response and Recovery (PPRR) from events and disasters.Support the development of state-based initiatives to develop, deliver and implement emergency management outcomes.Support the delivery of community education and awareness programs in accordance with agreed community education strategic plans.Engage and facilitate post event analysis, debriefs and lessons learned for the region, including the ongoing development of continuous improvement strategies; maintaining knowledge of current legislation and guidelines; and resolving gaps in operational capacity and/or capability.Role Requirements: Mandatory: Minimum C Class Driver's License (non-restricted). Technical/Operational Educational eperience: Knowledge, experience, or qualifications in management, inter-agency/multiagency/ volunteer organisation related area(s), and/or disaster management will be highly regarded.Certificate IV in Training and Assessment or equivalent would be highly desirable. Other: Capacity to support operational duties during disaster events. This may require work outside of normal hours (e.g. night shift), including weekends, working extended hours and may include deployment to other parts of the State.
