Electrical Manager - Sydney Metro Western Sydney AirportThe Parklife Metro Consortium is working on an exciting new metro rail infrastructure project in Greater Western Sydney.This city-shaping project, which will be delivered under a Public Private Partnership, will provide a major economic stimulus for Western Sydney.WeBuild as a D&C Contractor member, will be responsible for the successful delivery of the design and construction elements of the project, and we are currently looking to appoint an Electrical Manager.Position Summary:The Electrical Manager is responsible for overseeing and managing all high voltage and low voltage electrical switching operations for the WeBuild Electrical Distribution System on the Sydney Metro Western Sydney Airport. The Electrical Manager shall manage the Electrical Network Safety Management system and ensure all overall safety of the Electrical Distribution system and adherence to processes and procedures detailed in the Safety Management Plan. This role ensures the safe and efficient operation of high voltage and low voltage electrical systems, including the switching, isolation, and commissioning of electrical equipment, in compliance with safety regulations and industry standards. The manager will supervise the team responsible for performing electrical switching activities, ensuring that work is carried out safely, minimizing risks, and maintaining operational continuity.Key Responsibilities:Accountabilities: This role is accountable for the implementation of WeBuild's Electrical Network Safety Management System (ENSMS) on the Sydney Metro Western Sydney Airport (SMWSA) for the electrical distribution network including the 25kV AC traction power system.High Voltage Switching Operations Management:Lead and manage all high voltage electrical switching activities, including system isolations, load transfers, and re-energization procedures.Oversee the preparation, coordination, and execution of high voltage switching operations in compliance with operational procedures, safety standards, and regulatory requirements.Ensure that all switching operations are carried out according to the defined electrical switching program and project requirements, including testing, commissioning, and maintenance schedules.Safety and Risk Management:Ensure strict adherence to electrical safety standards and best practices, including personal protective equipment (PPE) requirements, Lockout/Tagout (LOTO) procedures, and electrical isolation protocols.Conduct thorough risk assessments for switching operations to identify potential hazards, implement mitigation measures, and ensure safe working conditions.Lead the development and continuous review of safety procedures and guidelines related to high voltage switching, ensuring compliance with relevant electrical codes and standards (e.g., IEC, ANSI, OSHA).Monitor and enforce safety protocols during switching operations and provide immediate guidance or corrective actions as needed.Team Leadership and Coordination:Supervise, mentor, and train a team of electrical switching operators and technicians, ensuring they are equipped with the skills and knowledge to perform high voltage operations safely and efficiently.Coordinate with other departments, contractors, and stakeholders to ensure that switching operations align with project timelines, system reliability, and maintenance activities.Provide leadership and support during emergency response situations, troubleshooting, and resolving issues related to electrical switching.Switching Procedure Development and Documentation:Develop, review, and maintain high voltage electrical switching procedures, including step-by-step instructions, risk assessments, and contingency plans.Ensure all switching operations are thoroughly documented, including detailed records of isolations, re-energizations, fault analysis, and testing results.Maintain accurate records and reports related to switching activities, including work permits, equipment status, and safety compliance.Coordination with Electrical Engineers:Work closely with electrical engineers and designers to ensure switching operations align with system designs, commissioning procedures, and system upgrades.Provide technical expertise and feedback on system designs to optimize switching operations and improve safety and efficiency.Participate in pre-commissioning, commissioning, and system integration activities, ensuring that switching procedures are integrated into overall system operation strategies.Compliance and Standards Adherence:Ensure compliance with local, national, and international electrical standards, regulations, and codes.Keep up-to-date with industry developments, standards, and new technologies that may affect high voltage switching operations, incorporating best practices into operational processes.Support internal and external audits to verify compliance with safety and operational standards.Continuous Improvement:Identify opportunities for continuous improvement in high voltage switching operations, including process optimization, training, safety enhancements, and risk management.Implement feedback mechanisms to evaluate the effectiveness of switching procedures and identify areas for improvement.Foster a culture of safety, teamwork, and operational excellence within the high voltage switching team.Emergency Response and Troubleshooting:Manage high voltage switching activities during emergency situations, ensuring rapid and safe isolation or re-energization of systems as required.Lead fault analysis and troubleshooting activities, determining the cause of electrical failures and coordinating necessary corrective actions.Qualifications and Skills:Education:Bachelor's degree in Electrical Engineering, Power Systems, or a related field.Additional certifications in high voltage switching, electrical safety, or related disciplines are highly desirable (e.g., NEBOSH, NCEES, or equivalent).Experience:Minimum of 7-10 years of experience in electrical switching, operations, or maintenance in high voltage environments (preferably 11kV, 33kV, 66kV, 132kV, or higher).Previous experience in 25kV AC Traction Power system.Experience in managing high voltage electrical systems, including commissioning, operation, and troubleshooting.Previous supervisory or managerial experience in high voltage electrical operations is preferred.Knowledge of electrical switching in both utility and industrial environments is an advantage.Technical Skills:Strong knowledge of high voltage electrical systems, equipment, and switching operations.Familiarity with electrical protection schemes, fault analysis, and safety systems.Proficiency in electrical testing and commissioning practices, including commissioning high voltage equipment.Experience with electrical switching software and control systems is beneficial.Soft Skills:Strong leadership and team management skills, with the ability to supervise, motivate, and train a diverse team of technical staff.Excellent communication and interpersonal skills to liaise with internal teams, contractors, and external stakeholders.Strong problem-solving skills with the ability to manage and resolve complex technical issues.Ability to make quick decisions in high-pressure situations, ensuring the safety and reliability of electrical systems.Attention to detail and a commitment to quality and safety in all aspects of operations.Other Responsibilities:Establish and maintain relationships with IPART and the NSW Dept of Fair Trading as it relates to WeBuild's responsibilities and obligations under Electrical Safety legislation.Monitor, update and conduct management reviews of the Electrical Network Safety Management System (ENSMS) in compliance with electrical supply legislation applicable in NSW.Ensure audits (1st, 2nd and 3rd party) are conducted on part or all of the ENSMS in accordance with the ENSMS Audit Schedule.Develop the Audit Schedule for the ENSMS giving attention to auditing the areas that present the greatest risk to Electrical Network Safety.Manage Electrical Incident reporting to satisfy legislative and WeBuild requirements.Manage electrical works incidents to prevent loss of life and property damage SFAIRP.Establish Emergency and Security management plans via consultation with relevant combat agencies and interested parties.Ensure Emergency and Security exercises are conducted and lessons learnt implemented to minimise risks to workers, contractors, and the public.Carry out Incident investigations, create reports that are compliant with requirements and are submitted to relevant regulators and WeBuild within specified timeframes.Conduct risk assessments to identify preventative and corrective risk control measures to establish WeBuild's Electrical Safety ALARP risk position.Close out corrective and preventative actions identified from audits, investigations, and inspections in accordance with WeBuild's procedures.Ensure management of change activities are carried out in accordance with WeBuild's policies and procedures as the change impacts on the SMWSA Electrical Infrastructure or the Electrical Safety Management System.Maintain regulatory compliance with relevant Electrical Safety legislation applicable in NSW and relevant to WeBuild's undertakings on the SMWSA including, but not limited to:o Work Health and Safety Act and Regulationso Electrical Supply Act and Regulationso Gas and Electrical (Consumer Safety) Act and Regulationso Rail Safety National Law and National Regulations (as it applies to the electrical safety of rail infrastructure assets).Liaise with the Rail Safety Director to provide evidence of Electrical Safety to enable WeBuild to energise the Electrical Traction Power System on the SMWSA.How to Apply:Please submit your
