The RoleThe Naval Construction Branch (NCB) is seeking a dynamic and skilled individual for the role of EL 1 Deputy Engineering Assurance Manager to become a valuable addition to the team.
This role will require working in a complex operating environment based at Osborne SA, as part of the Technical Directorate within NCB.
The position supports the acquisition and delivery of continuous naval shipbuilding by providing Government oversight in ship construction, testing, and delivery.
The position is accountable to the NCB Quality Assurance Manager in supporting and conducting Build Assurance activities, providing support and management to the Technical Directorate's Business Management System or Engineering Management System, handling non-conformance/non-compliance, formal acceptance data, and quality outcomes for the shipbuilding product during its construction and test phase.
Key ResponsibilitiesSupport the NCB Quality Assurance Manager in the development, implementation, and review of quality assurance and governance procedures, practices, and frameworks.Plan, prepare, and coordinate the conduct of audits and surveillance; perform quality assurance, governance, and auditing on ship construction programs; maintain real-time corporate reporting of the activities.Develop content for Technical Directorate plans and processes across multiple projects in consultation with NCB technical experts.Interpret verbal and written technical content to draft in a way that is appropriate for the intended audience.Collaborate with various stakeholders in managing technical issues using software tools (JIRA, TRMS, etc).Ensure Build Assurance Audits and Surveillance are delivered within agreed timeframes and scope as per documented methodology.Develop Build Assurance schedules in Microsoft Project in consultation with the NCB team.Develop strong stakeholder engagements and sustain effective relationships with team members, management, and stakeholders.Analyse and suggest improvements to quality assurance policies and procedures to ensure appropriate performance.Assess technical packages, reports, processes, product, and equipment performance to meet specified requirements while identifying and reporting non-conformances.Develop and maintain NCB Shipbuilding Quality Standards.About our TeamThe Naval Construction Branch (NCB) is accountable for the assurance of ship construction, set-to-work, and transit of vessels constructed at the Osborne Naval Shipyard and Henderson precinct.
We are headquartered in Osborne, SA and have a detachment in Henderson, WA, with a smaller presence in Port Macquarie, NSW.
NCB is furthering continuous naval shipbuilding and growing sovereign capability by overseeing construction to ensure quality and standards are met, storing lessons learned, and developing standard shipbuilding procedures for construction.
NCB will oversee the construction of many different Navy vessels including Offshore Patrol Vessels, Hunter Class Frigates, Young Endeavour, Mine Hunter Vessels, Evolved Cape Class, and Pacific Patrol Boats.
Working at NCB will enable you to be at the grassroots of continuous naval shipbuilding, where you are part of a working shipyard, able to see and contribute to the vessels delivered and used in service by the Navy.
NCB currently has highly skilled and diverse shipbuilding experience which will be shared to grow your hands-on construction knowledge.
You will work alongside Navy personnel, internal project management officers, and Prime contractors.

Our Ideal CandidateOur ideal candidate will possess:
A high level of demonstrable experience in either oil and gas, maritime, shipbuilding/maintenance, or general engineering construction projects.Relevant experience in the management of quality assurance activities (e.g.
conducting Process Audits and Quality Audits, monitoring and disposal of audit findings).An ability to lead, plan, and deliver complex and critical technical activities and provide advice working to agreed priorities and outcomes.Experience in scheduling, monitoring, and reporting of Build Assurance activities (preferably using software tools).Excellent verbal and written communication skills with the ability to tailor communication style and language according to the audience's level of knowledge, skill, and experience.Information Pack Opens in new window
