The Civil Maritime Sustainment Branch (CMSB) provides the ABF's air and maritime surveillance capability within Australia's Exclusive Economic Zone (EEZ). This includes operating a fleet of vessels crewed by ABF officers who perform strategic patrols, tactical surveillance and on-water law enforcement activities within the EEZ. The Branch also manages contracted surveillance aircraft, satellite, sensor systems and logistics support to civil maritime operations.
CMSB operates in a complex, challenging and changing environment that is characterised by a high tempo of civil maritime operations.
The contract manager positions are within the Marine Logistics and Aviation, the Cape Class Patrol Boat (CCPB) and the Large Hull and Small Vessel In-Service Support (ISS) Sections in the CMSB.
The Sections provide ISS, marine logistics and medical services for vessels as well as aviation services which are delivered through various high value contracts. The work includes managing complex high value contracts, managing fleet ISS arrangements for vessels and providing a range of briefings given the high profile nature of the services.
Our ideal candidate Our ideal candidate will be responsible for planning, leading and managing complex High Risk, High value (HRHV) contract management and/or procurement activities. They will possess sound critical analysis and reasoning skills to identify and address complex issues relating to HRHV contracts and ensure the Department obtains value for money through satisfactory contractor performance, including the achievement of contract milestones, delivery of services and products specified in the contract and managing risks effectively.
Strong writing skills, time management, liaison and negotiation skills are essential to communicate with staff, collaborate effectively with internal and external stakeholders regarding complex technical advice and provide briefings to Senior Executives and stakeholders.
Dependent on the position, occupants of this job role may be required to:Work outside standard core hours; andTravel to remote locations may be required.Role Responsibilities The responsibilities of the Contract Manager will vary depending on the complexity of the contract. Responsibilities may include:
Lead a team to deliver high quality outputs within specific timeframes;Manage contracts and deliver all aspects of sound contract management practice;Provide advice, reports, plans and high-quality written briefs to the Executive on business, contractual and financial aspects of the contracts;Build and maintain strong and effective relationships and work cooperatively with partners and stakeholders to ensure both the Department and the contractor achieve all stated aims and outcomes;Apply sound understanding, critical analysis and reasoning skills in identifying and addressing complex and/or sensitive issues, particularly when representing the Department in negotiations and other contract related matters;Support budget development, financial management and forecasts;Demonstrate and foster positive workplace culture;Coach, mentor and provide on-the-job training for staff to ensure a professional, skilled and high performing team.Mandatory Role Requirements Possess or able to obtain and maintain a Baseline security clearance and an Employee Suitability Clearance (ESC);Strong communication skills including the ability to establish and maintain relationships with internal and external stakeholders;Strong negotiation and representational skills, to ensure both the Department and the contractor achieve all stated aims and outcomes;Certificate IV or Diploma of Procurement and Contracting or ability to attain;Experience in leading and managing a team.Desirable Role Requirements Experience in administration, business governance, audit or assurance is highly desired, but not essential;Experience in the maritime and or aviation environment is highly desirable, but not essential;Experience in HRHV contract management, relationship and network management, sound representation and negotiation skills and experience with risk management in a complex and changing environment.Job Types: Full-time, Part-time
Pay: $110,788.00 – $129,928.00 per year
