We are seeking an EL1 Assistant Director Procurement – Redress Partnerships and Support Services to join this Federal Government department located in Greenway ACT.
This contract is 6 months plus a possible 6 month extension, which includes paid leave and 15.4% superannuation.
As part of the Department of Social Services (the Department), the Redress Group is responsible for the administration of the National Redress Scheme (the Scheme) for people who have experienced institutional child sexual abuse.
The Scheme is a high priority for the Government and the Department, with the ongoing commitment to continually improve outcomes for survivors.
The Scheme interacts with survivors to provide an outcome that can make a real difference in people's lives.
The Department is committed to the success of the Scheme and developing high performing staff who provide empathic, survivor focused, trauma informed support.
The Scheme provides ongoing training, and there are a range of wellbeing supports available.
External Engagement and Communications Branch The Redress Partnerships and Support Services Section sits within the External Engagement and Communications Branch.
The Branch is responsible for: Identifying, contacting and bringing institutions into, as well as managing their participation in, the Scheme.
Managing support for survivors through the Redress Support Services.
Supporting key governance functions associated with the Inter-Governmental Agreement and the Ministers Redress Scheme Governance Board and engagement including the Survivor Roundtables.
Contributing to improvements to Direct Personal Response and Counselling and Psychological Care.
Position Description The Partnerships and Support Services Section is seeking an individual with procurement expertise, preferably within Government, to take the lead on procurement work within the section.
The primary focus will be on delivering complex procurement activities to address a Budget measure to increase specialised support services to people applying to the National Redress Scheme.
These procurement activities fall under a programme of work being led by the Redress System Improvement Taskforce, which was established to consult across the Scheme to identify opportunities and manage initiatives to improve and strengthen the operations of the Scheme.
The role is responsible for working closely with the Taskforce, Redress Subject Matter Experts (SMEs) and the Department's Procurement Helpdesk to deliver high-quality and compliant procurement activities within designated timeframes.
The ideal candidate will have experience in conducting complex procurement activities and demonstrate their ability to work collaboratively across the Group and Department with strong leadership and interpersonal skills, including the ability to communicate effectively and professionally with internal and external stakeholders.
What you will do Lead complex and/or sensitive Redress procurement activities, ensuring that these activities are conducted in line with policy, governance, probity and legislated requirements.
Engage with SMEs and be guided by strategic objectives and commitments, to inform high-quality procurement activities and associated documentation.
Actively establish, develop and manage key stakeholder relationships within and outside the Department.
Oversee strategic management reporting on the procurements, contributing to complex/sensitive corporate documentation, reports, submissions and briefs.
Our ideal candidate Demonstrated experience in a similar role along with detailed knowledge of Commonwealth Procurement Rules, financial legislation, standards, policies, and guidelines.
Demonstrated experience in leading procurement activities, including planning, research, implementing, negotiating, contract management and stakeholder engagement.
Demonstrated experience being proactive and using problem solving and influencing skills to resolve procurement issues in a timely manner.
Ability to manage multiple priorities simultaneously and being comfortable working in an environment of changing priorities with competing timeframes.
The ability to think strategically, aligning your deliverables with business needs and agency goals and objectives.
Desirable Requirements Experience in procurement management within the Government.
Sound understanding (or ability to acquire an understanding) of the following legislation: Public Governance, Performance and Accountability Act 2013.
Commonwealth Procurement Rules.
An understanding of evaluation of programs and initiatives.
