The Role The EL 1 Assistant Director, Learning Technology Modernisation (AD LTM) is responsible for development, introduction into service and operational management of a prototype platform to demonstrate Defence's Next Generation Learning Technology Environment. The prototype capability will leverage open architecture, standards and designs derived from the US Department of Defence, Advanced Distributed Learning (ADL) organisation's – Total Learning Architecture (TLA). The position will:
Have responsibility for the technical design, test and evaluation use cases as well as stakeholder engagement to validate the application of the environment's services and functions to Defence's training requirements.
Maintain business management oversight of the enabling finances, contracts and resources for the prototype environment.
Be responsible for a second priority project to deliver the online platform for the Australia Pacific Defence School (APDS). The APDS Online platform is a key Government initiative that seeks to build an online course curation and training delivery system to enhance engagement with Pacific Partner nations.
In concert with Defence's Pacific Division, the position will have responsibility for the design, technical specification, stakeholder engagement and delivery of the APDS online platform within an accelerated timeline. The AD LTM will have knowledge in contemporary technology platforms and cloud service coupled with demonstrated experience in the management and operation of technologies that enable education and training. The Defence Education, Learning and Training Authority (DELTA), working within the Australian Defence College, ensures Education and Training across Defence is supported by high performing and resilient learning systems. In this capacity, DELTA works to Commander of the Australian Defence College to set the strategic direction, provide higher-level policy, governance and oversight of the Education and Training Domain for all Defence: Navy, Army, Air Force, and the Australian Public Service. This includes management of the Defence Registered Training Organisation (DRTO), developing and maintaining the Defence Learning Technology Environment (DLTE), exploring and exploiting new learning technologies to enhance access to learning, and Information Steward for the Education and Training Domain. Within DELTA, the Defence Learning Technology team is an integrated workforce of 20 military personnel, Australian Public Service officers and supporting contractors. Our Ideal Candidate
Holds relevant qualifications and/or demonstrated experience to succeed as leader delivering next generation learning technologies to Defence.
Is passionate about developing an ecosystem of technologies that enable and manage learning across Defence. Our ideal candidate must be highly collegiate and collaborative in dealing with a wide range of stakeholders to deliver high quality outcomes.
Has experience with the management of projects, Introduction into service and sustainment for enterprise technologies.
Can manage and provide guidance and support to team members/contractors. This includes overseeing performance management and supporting professional development.
Is a confident and persuasive communicator with the ability to explain complex technical concepts in plain language.
