Background:The SEAE3 unit is one of three Environment units in the East Asia and Pacific Region (EAP). Staff in the unit manage a full spectrum of environment, climate change, green growth, blue economy, pollution management and natural resource lending and non-lending tasks in Pacific and Papua New Guinea (PNG). In addition, the unit has an additional regional mandate for climate finance across the wider EAP region.
Pacific Country Context:The Pacific program has some 150+ projects covering social development, energy and infrastructure, fisheries, agriculture and natural resource management, rural development, social protection, disaster risk reduction, and climate change adaptation.
Duties and Responsibilities:We are seeking to recruit an Extended Term Consultant (Environmental Specialist) to support a growing environment program in the Pacific and to serve as the ENV focal point for climate adaptation finance for the EAP region. There will be a focus on delivering climate adaptation and resilience solutions for the fisheries and natural resource management agenda in the Pacific, as well as providing strategic support across EAP to leverage increased climate adaptation finance. Specifically, the ETC will:
Contribute to the design and implementation support of World Bank or grant-supported programs in EAP, and primarily in the Pacific Region, which include a climate adaptation and resilience dimension.Provide technical leadership on components or activities aimed to offer cost-effective climate adaptation solutions, in particular nature-based solutions (NBS), ensuring they reflect best practice, incorporating lessons learned from previous World Bank or global experience, and in line with project objectives and requirements.Serve as a focal point to guide teams in EAP on opportunities for leveraging climate adaptation and resilience finance, including guidance on specific eligibility criteria and process and procedures for accessing dedicated climate adaptation finance streams (e.g. AF, GEF, GCF, etc).Provide technical expertise on nature-based solutions to be integrated into the technical design of the ENV program, including fisheries, coastal zone management, landscape management, resilience, tourism, etc., and supporting country clients on those areas.Provide input to regular and ad-hoc reporting on climate adaptation internally to management and externally to donors and other stakeholders.Contribute to the World Bank's responsibilities for administrative, operational and performance reporting and tasks in line with institutional and donor requirements.Lead and/or contribute to substantive research and analytical tasks relevant to strengthening the climate resilience of the Pacific ENV operations portfolio as well as informing system-wide, cross-sectoral approaches and initiatives for climate adaptation and resilience.Support policy dialog with governments and other stakeholders related to the Bank's environment and natural resources portfolio, with a strong focus on climate resilience solutions that can be adopted within national policies, laws or institutional governance. This includes coordination with other financiers, and review of sector policies, strategies, and legislation.Lead and/or participate in capacity building efforts on climate adaptation opportunities for client organizations and teams.Participate in preparation and/or implementation support missions in support of ENV activities in the Pacific.Contribute to communications and knowledge management products and activities on climate adaptation, preparing briefing and presentation, and producing knowledge products on thematic areas as requested by PMs and TTLs.Carry out other tasks as requested by the Regional Manager.Selection Criteria:• Master's degree in environment or natural resource management or economics, environmental science or policy, agriculture, engineering, fisheries or forest management, climate change or equivalent is required.• At least 5 years of full-time professional experience in the natural resources, environment, fisheries and/or agricultural field. Prior experience with program development, operations management, and stakeholder engagement in the environment and natural resources field is key, and applied research works are appreciated.• Sound knowledge of World Bank, Asian Development Bank or other International Financial Institution operational policies, processes and procedures.• Good analytical and numeracy skills.• Capacity to work simultaneously on a variety of issues and tasks, independently adjusting to priorities.• Strong inter-personal skills; demonstrated teamwork and track record of working effectively in large and multi-disciplinary teams of specialists.• Drive for results, creativity and ability to think innovatively;• Excellent oral and written communication skills in English, specifically in writing briefs, reports and preparing PowerPoint presentations and ability to effectively communicate with and relate to clients and stakeholders.• Collaborative, experienced in working in a broad range of cultural contexts, with multi-disciplinary teams, and with the ability to work independently with limited supervision.• Strong interpersonal and communication skills.• Strong written English including the ability to write clear and concise technical reports.• Willingness to travel extensively in the Pacific and Papua New Guinea and possibly to other countries if necessary, including to remote rural areas.• Applicants must have the right to live and work in Australia.
