Responsibilities

Conducting Safety Planning and Providing Safety Advice: The SMC serves as a subject matter expert, providing advice to the P&S duty holders on safety matters. They guide and support the duty holders in ensuring suitable safety arrangements are in place within their work area to comply with BDA safety policy and corporate command media and these arrangements are suitably captured in local plans. SMCs oversee the execution and continuous improvement of the local safety management program to achieve defined safety objectives and safety targets that ensure the delivery of safe operations, products and services by BDA.

Facilitating and Coordinating Safety Risk Management (SRM) processes: The SMC oversees risk management activities relating to the products and services delivered by BDA to ensure a local risk register is maintained. This includes coordination of risk assessment and review activities as required following a safety report, major organisational change or a serious safety event.

Monitoring Control Effectiveness and Safety Performance: The SMC regularly monitors the effectiveness of controls and safety performance within the program. Through the collection and analysis of safety data and safety performance indicators utilising safety tools and processes; they support program assessment of the effectiveness of safety controls identified on the risk register. Following safety reports or serious events, the SMC supports duty holders to assign appropriate safety investigation processes and identify failed controls and their associated causal and contributory factors to aid safety learning and continual improvement. SMCs are encouraged to be investigator qualified and to monitor investigation quality for basic level investigations in their work area.

Facilitating and Coordinating Safety Promotion Activities: The PSMC plays a vital role in promoting a positive safety culture and just culture within the program. They facilitate and coordinate safety promotion and recognition activities; such as (but not limited to) SMS awareness briefings and new member inductions. This includes fostering an environment where safety reporting is encouraged, lessons learned from safety events are shared, and a proactive approach to safety is embraced.

Coordinating and Facilitating the SMS Safety Review Board (SRB): The SMC is responsible for coordinating and facilitating the SMS Safety Review Board for their work area. They ensure that all relevant stakeholders are involved in the safety review process. During the SRB meetings, the SMC coordinates the presentation of safety performance information and oversees and coordinates actions raised by the board to address safety concerns or recommendations.
