Southeast Asia and Australia Government to Government Partnerships Program The Southeast Asia and Australia Government-to-Government Partnerships program (SEAG2G) is a new initiative contributing towards Australia's International Development Policy and Southeast Asia Development Partnership Plans. It will also contribute towards implementation of Invested: Australia's Southeast Asia Economic Strategy to 2040. SEAG2G provides significant new resources to deepen and broaden relationships between Australian and Southeast Asian countries across four thematic priorities: Climate change and energy transition Education and skills Sustainable agriculture and food security Effective and inclusive public institutions SEAG2G will support Australian agencies to engage with their Southeast Asian counterparts through two workstreams: Workstream 1: Core Partners workstream: Multi-year support to a small group of Australian Government agency partners to work in one or more countries to deepen Australia's relationships with counterparts and contribute to institutional change in one or more thematic priorities. Workstream 2: Country level workstream: Demand-driven, smaller activities based on requests from Posts assessed and approved two times a year and to be delivered within a 12 to 18-month period. The two outcomes of SEAG2G include: Broader and deeper partnerships between Australian and Southeast Asian government institutions in targeted areas of mutual interest. Southeast Asia Government Entities (SGE) improve policy and practice in identified thematic priority areas in support of economic and social development. For more information, please see www.dt-global.com The Role The Monitoring, Evaluation and Learning (MEL) Lead will set the strategic direction and be responsible for implementing SEAG2G's MEL system. A key focus of the role will be to actively support Australian Government agencies to establish objectives and report on the outcomes of their partnerships with Southeast Asian government counterparts. The purpose of the MEL system for SEAG2G is: To ensure accountability to the Australian public, DFAT, Australian Government agencies and other stakeholders, reporting on how the funding was invested and what it achieved. To provide senior decision-makers with the key data and headline analysis to allow them to provide strategic direction consistent with whole of government policy priorities for engagement with Southeast Asia. To support SEAG2G management and partners to track progress, and inform decision-making for adaptation and continuous improvement, given the organic and incremental nature of SEAG2G partnerships. To document lessons from project experience and foster learning to inform current and future SEAG2G collaboration and investments. The MEL Lead will work with members of the Partnerships Team to capture MEL inputs, working collaboratively with Australian Government agencies. They will work with the Communications and Learning Coordinator to support cross-learning between Australian agencies and throughout the program. The MEL Lead will source and oversee short term advisor inputs as needed. Subject to program needs, there may be scope to engage a MEL Coordinator to support the Lead. Demonstrated experience in designing, planning and implementing user-friendly MEL frameworks and data collection processes for development programs, with responsibility for preparing high quality reports. Extensive understanding of DFAT's Design and Monitoring, Evaluation and Learning Standards ability to write to DFAT reporting requirements. Excellent analytical, communication and facilitation skills and experience in implementing frameworks and conveying complex information to stakeholders of varying levels of experience or ability. Demonstrated experience implementing project MIS and generating high quality visual representations of data and reports using Power BI or similar. Experience in staff supervision and building an effective team to deliver on workplans and outcomes. Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, PSEAH, prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
