Primary objective:
Drawing on extensive professional human resource expertise, lead a team of Workforce Management professionals delivering client-focused Human Resource services across both specialised and generalist disciplines to Northern Territory Public Sector (NTPS) agencies and employees.
Context statement:
Workforce Services are delivered to client agencies under a centralised services arrangement across a geographically and culturally diverse environment. The Director Workforce Management manages a team of Workforce Management specialist staff to provide support across a range of areas including performance, inability, conduct, grievances and disputes, and work health management.
Key duties and responsibilities: Work collaboratively with the Senior Director and executives within the agency and across the NTPS to influence, guide, coach and provide expert advice on strategic and operational workforce services activities to ensure best practice HR management in client agencies. Lead the development and implementation of strategies and tools for the continuous monitoring and evaluation of the NTPS's workforce management activities and issues. Lead and manage a team of Workforce Management specialists delivering client-focused generalist and specialised Human Resource Management to NTPS agencies and employees. Ensure workforce services staff are kept informed of client agency requirements and priorities, and that client agency delegations, policies and procedures, employment conditions and legislative requirements are adhered to. Actively participate in and contribute to the achievement of divisional programs and the preparation of high-level briefs, business cases and scoping papers, ministerial briefs and cabinet submissions. Selection criteria: Essential: Extensive HR experience and demonstrated outcomes in workforce services management operating at a senior level providing strategic workforce advice and consultancy services to implement client-focused human resource strategies, programs and services. Extensive knowledge relating to the methodology, systems and procedures across the broad spectrum of HR disciplines, and an understanding of contemporary trends and practices in HRM, continuous improvement and change management. High level interpersonal and relationship management skills reinforced by the ability to effectively influence human resource practices across all levels and influence strategic directions to achieve the integration of HRM services. High level oral, written and reporting skills, reinforced by exceptional liaison, negotiation and mediation skills and ability to communicate effectively across diverse audiences and levels. Strong leadership and organisational resource management skills, including the ability to successfully influence and engage client agency personnel, manage day-to-day deliverables and longer-term improvements and reform, and guide, encourage and develop high performing teams of staff. Highly developed strategic, conceptual, analytical skills, including the ability to interpret and apply legislation. Demonstrated work ethic and attitude which emulates DCDD values of being professional, accountable, honest, innovative and respectful.
