About the PositionThe Director, Research Policy is responsible for leading work on whole of government structural policy agendas, undertaking a policy review of ARC Programs, gender policy and Indigenous Partnerships.
The Research Policy team is responsible for engaging across government on structural policy matters and providing high quality advice that advances the position of the ARC. The team is leading the Policy Review of ARC Programs, including working across the agency, department and broader government to implement recommendations. The team is also responsible for gender policy and Indigenous Partnerships, ensuring the ARC is adopting current practices in all our schemes.
The key duties of the position include:Working closely with the Department of Education, lead the Policy Review of ARC Programs, including stakeholder engagement, preparation of a final report, supporting and briefing the ARC Board and Minister.Working closely with the ARC Board to develop and deliver an ARC Strategy in 2025.Commissioning data projects to provide an evidence base for policy proposals.Build strong relationships within the agency and across government, the university sector and industry to understand the broader policy context in which the ARC operates, ensuring that our advice is relevant and fit for purpose.Monitor gender, Indigenous and other diversity policy trends, and provide advice on the adoption and use within the ARC, including to the ARC Board and Indigenous Forum.Participate and represent the ARC in both domestic and international meetings to influence policy discussions and make recommendations for how learnings could be applied within an Australian government context.Actively contribute to the strategies and priorities of the Research Evaluation and Policy Branch and broader agency and provide high quality advice to senior management, the CEO, the ARC Board and the Minister, that is well considered, articulately written or spoken, and evidence based.Supervise, guide and develop team members and build team capacity through exceptional change management, coaching, performance feedback and encouraging career development.Required Skills and KnowledgeExperience in preparing policy advice, policy proposals, costings and briefings, and advice to Minister's and Cabinet.Experience in using data to develop persuasive policy positions.Ability to work across stakeholder groups to influence outcomes and negotiate an agreed position, and to explore and leverage new relationships and lead cooperative projects.Experience managing a range of competing priorities and responding to urgent requests while continuing to drive longer term projects.Sound judgement and excellent oral and written communication skills, including the demonstrated ability to understand policy contexts and audiences and tailor briefings and other communication products accordingly.High initiative, personal drive and self-management to achieve excellent work outcomes, and a demonstrated ability to contribute to building organisational capability.Demonstrated ability to lead teams and build capacity through coaching and mentoring staff, providing performance feedback and encouraging career development.Excellent understanding of the Agency's role in the Australian research landscape and the associated strategic direction and priorities of the Agency, or be able to gain this knowledge within a short period.Our Ideal CandidateIs curious, dynamic and willing to learn.Is collaborative and able to work as part of a fast paced, dynamic team and branch.Is solutions focussed and brings ideas to the table.Is a people person and can lead, manage and work with a diverse range of people.Is respectful, promotes diversity of experience and thought, and wants to make a difference.Is self-aware, professional, has integrity and will demonstrate a commitment to Australian Public Service Code of Conduct and Values.Additional RequirementsMust be an Australian citizen.Undergo ID Verification Check.Undergo Criminal History Check.Must hold or be able to obtain a Baseline Commonwealth Security Clearance.Getting to know the Australian Research CouncilThe ARC is a non-corporate Commonwealth entity established under the Australian Research Council Act 2001 (ARC Act), located within the Australian Government's Education portfolio, and reporting to the Minister for Education. The ARC is a vital component of Australia's innovation and research system. It plays an integral role in supporting the research sector to produce excellent and impactful research for Australia's economic, social, environmental and cultural benefit through the delivery of the NCGP. The NCGP funds excellent pure basic, strategic basic and applied research in all disciplines except medical research. The ARC's broader remit includes the provision of high-quality research policy advice to the Australian Government, supporting research integrity and promoting ethical research, evaluating the excellence, impact and depth of Australian research and expanding Indigenous Australian knowledge systems. It also facilitates partnerships between researchers and industry, government, community organisations and the international community.
